A 31-year-old man will be charged on 15 July 2026 with driving under the influence of etomidate, dangerous driving and other traffic offences committed between October 2024 and February 2025. 

On 6 February 2025 at about 8am, the Police were alerted to an accident involving a car and a lorry along Punggol North Avenue. Investigations revealed that the man, who was the car driver, had driven dangerously against the flow of traffic on a three-lane road and collided head-on into a motor lorry. No one was injured in the accident. A vaporiser and a pod were seized from the man. Preliminary investigations revealed that the man was involved in multiple accidents over a short span of time, and the man was arrested at scene. Etomidate was detected in his blood sample in a subsequent analysis by the Health Sciences Authority (HSA). His driving licence was suspended with immediate effect.

Investigations revealed that between 21 October 2024 and 6 February 2025, the man was involved in six other road traffic incidents across Singapore. 

• On 21 October 2024 at about 7.55pm, along Sengkang East Way, the man failed to keep a proper lookout and collided into the rear of a stationary taxi. A 64-year-old female taxi driver who sustained neck strain was conveyed conscious to the hospital.
  
  
• On 22 October 2024 at about 9.10pm, along the Marina Coastal Expressway (MCE), the man drove dangerously by veering erratically across five lanes of traffic, colliding into the left wall before veering back across the lanes and eventually colliding into another car. The 33-year-old driver of the other car was conveyed conscious to the hospital. He had sustained a right wrist fracture, neck and back injuries. 
  
  
• On 1 February 2025, the man was involved in two separate rear-end collisions on the same day. The first collision occurred at about 11am along Punggol Way, where he failed to keep a proper lookout and collided into the rear of a car. The second accident occurred at about 5.05pm along Dunearn Road towards Newton Flyover, where the driver failed to keep a proper lookout and collided into the rear of another car. No one was injured in both accidents. At the scene of the second accident, a vaporiser was seized from the man, and the vaporiser-related offence was referred to the HSA. Investigations later revealed that the man had provided a false statement to officers, claiming that he had not inhaled from the vaporiser.
  
  
• On 2 February 2025 at about 10.20am, at the junction of Yio Chu Kang Link and Boundary Road, the man failed to keep proper control of his vehicle while making a right turn and collided into a traffic light pole, uprooting and damaging it. The accident also caused his car to overturn after the collision.
  
  
• On 4 February 2025 at about 12.05pm, along Simei Avenue, the man failed to keep a proper lookout and collided into the rear of a motorcycle. The 27-year-old male motorcyclist was conveyed conscious to the hospital. The motorcyclist sustained a wrist fracture and chest contusion. A vaporiser was seized from the man, and the vaporiser-related offence was referred to the HSA.

The 31-year-old man will be charged with the following offences:

• Driving without due care and attention causing hurt under Section 65(1)(a), punishable under Section 65(4)(a) of the Road Traffic Act 1961, for the accident on 21 October 2024;
  
  
• Dangerous driving causing grievous hurt under Section 64(1), punishable under Section 64(2A)(a) read with Section 64(2D)(d) of the Road Traffic Act 1961, for the accident on 22 October 2024;
  
  
• Driving without due care and attention under Section 65(1)(a), punishable under Section 65(5)(a) of the Road Traffic Act 1961, for the first accident on 1 February 2025;
  
  
• Driving without due care and attention under Section 65(1)(a), punishable under Section 65(5)(a) of the Road Traffic Act 1961, for the second accident on 1 February 2025;
  
  
• Furnishing false information to a public servant under Section 177(2)(a) of the Penal Code 1871, for the false statement made for the second accident on 1 February 2025;
  
  
• Driving without due care and attention under Section 65(1)(a), punishable under Section 65(5)(a) of the Road Traffic Act 1961, for the accident on 2 February 2025;
  
  
• Driving without due care and attention causing grievous hurt under Section 65(1)(a), punishable under Section 65(3)(a) of the Road Traffic Act 1961, for the accident on 4 February 2025;
  
  
• Driving under the influence of drugs under Section 67(1)(a), punishable under Section 67(1) read with Section 67(2)(a) of the Road Traffic Act 1961, for the incident on 6 February 2025; and
  
  
• Dangerous driving under Section 64(1), punishable under Section 64(2C)(a) read with Section 64(2C)(c) of the Road Traffic Act 1961, for the accident on 6 February 2025.

Driving under the influence of any substance that impairs one's ability to drive safely is an extremely dangerous and irresponsible act that puts the lives of all road users at grave risk. The Police take a serious view of such offences and will not hesitate to take firm action against those who endanger public safety on the roads.

Annex A

Driving under influence of drugs
The offence of driving under the influence of a drug under Section 67(1)(a) of the Road Traffic Act 1961 carries a fine ranging from $2,000 to $10,000, or a jail term of up to 12 months, or both. Offenders may also face disqualification from driving all classes of vehicles.

Dangerous driving causing hurt
The offence of dangerous driving under Section 64(1) of the Road Traffic Act 1961 carries a fine up to $5,000, a jail term up to 12 months, or both. When grievous hurt is caused the offence carries an imprisonment term up to five years. Offenders may also face disqualification from driving all classes of vehicles.

Driving without due care and attention 
The offence of driving without due care and attention under Section 65(1)(a) carries a fine of up to $1,500, or imprisonment term of up to six months, or both. When hurt is caused, it carries a fine of up to $2,500, or imprisonment term of up to 12 months, or both. For grievous hurt, the offence carries a fine up to $5,000, a jail term up to 2 years, or both.

Furnishing false information to a public servant
The offence of furnishing false information under Section 177(2)(a) of the Penal Code 1871 carries a fine, or a jail term of up to three years, or both.

Annex B
