The Police have arrested a 34-year-old man for his suspected involvement in two cases of outrage of modesty within a day. 

On 12 August 2026, the Police received two separate reports of female victims were allegedly molested by a man. In the first case, on 12 August 2026 at about 8.55am, the man had allegedly offered to send a 12-year-old victim to school before bringing her to a staircase in the vicinity of Sembawang Crescent and molesting her. In the second case, on the same day at about 12.50pm, the man had allegedly touched his 17-year-old stepdaughter at her residence in the vicinity of Yishun Street 22.

Through swift follow-up action and with the aid of images from Police cameras, officers from the Police Operations Command Centre, Woodlands and Tanglin Police Division established the identity of the man and arrested him on the same day of the reports.

The man will be charged in court on 14 August 2026 with two counts of outrage of modesty. In respect of the first case, he will be charged for outrage of modesty of a person below 14 years of age under Section 354(2) of the Penal Code 1871, which carries an imprisonment term of up to five years, a fine, caning, or any combination of such punishments. In respect of the second case, he will be charged for aggravated outrage of modesty against a victim in a close relationship under Section 354A(1) read with Section 74D(2) of the Penal Code 1871, which carries an imprisonment term of not less than two years and not more than ten years, and caning. If convicted, he may face enhanced punishment as the offence was allegedly committed against a victim in a close relationship.

The Police take a serious view of all sexual offences regardless of the relationship between the offender and victim. Offenders who exploit positions of trust, familiarity or access to prey on victims will be dealt with sternly in accordance with the law. Members of the public are urged to remain vigilant and to report to the Police immediately if they witness an incident of or are aware of someone being a victim of outrage of modesty.
