Enhanced Information Sharing Between Meta And The Singapore Police Force Results In Action Against Nearly 3.8 Million Scam-Linked Entities And Pages On Facebook And Instagram

SINGAPORE, 22 September 2026 — Enhanced information sharing between Meta and the Singapore Police Force (SPF) led to Meta taking action against nearly 3.8 million scam-linked entities, pages and accounts on Facebook and Instagram in 2026.

Between January and June 2026, SPF referred more than 20,000 Meta accounts, pages, and content to Meta for disruption after detecting signals indicative of scam-related content. This included impersonation scams using social media influencers' identities to promote fictitious investment schemes, scam ads offering concert tickets, and food items and other goods at exceptionally low prices to lure potential victims into transferring money.

Recognising the need to address the wider infrastructure underpinning scam activity, SPF and Meta expanded their collaborative efforts beyond the disruption of individual scams. Leveraging information provided by SPF, Meta conducted further investigations to identify and take action against interconnected accounts, pages and entities associated with the same scam networks.

The results reflect the growing scale and sophistication of the partnership - evolving from one-off takedowns to proactive information-led disruption that targets scam infrastructure before it can reach people.

Three Major Operations in 2026

The partnership delivered three distinct waves of enforcement action this year, using and building on information provided by SPF:

  • January to June 2026: Meta proactively removed or restricted more than 113,000 entities and pages connected to fraud and scams — more than five times the number of assets flagged. This reflects the multiplier effect of the partnership model: a single signal from SPF can lead Meta's investigators to dismantle entire interconnected networks of bad actors.

  • June 2026: Meta and SPF stepped up enforcement during the June school holidays to pre-empt a typical seasonal spike in scam activity, and dealt with more than 33,600 entities targeting investment scams, deceptive e-commerce, and other fraud typologies that tend to surge during holiday periods.

  • July 2026: Meta's specialist investigators conducted an in-depth investigation to identify pages and entities that had not yet been used to conduct scams. These "shell pages" which appear empty or harmless on the surface but are pre-built infrastructure ready to be activated for scam campaigns at a moment's notice were removed before they could be weaponised. In total, more than 3.64 million shell pages were removed.

Quotes

Daryl Poon, Director of Law Enforcement Outreach, APAC, Meta:

"Scammers count on the fact that no single organisation sees the full picture. What we've built with the Singapore Police Force turns that assumption on its head — their information helps us identify threats we might not see on our own, and our ability to act at scale means those networks can be dismantled before they reach more people. This is what effective collaboration looks like. Not just responding to scams after the fact, but proactively going after the infrastructure behind them."

Senior Assistant Commissioner of Police Justin Wong, Commander Cyber Command, Singapore Police Force:

“The Singapore Police Force has long recognised that tackling sophisticated scam networks requires a collaboration with international and private stakeholders. By partnering closely with industry partners, we can share scam signals that allow our partners to take action to disrupt the criminal infrastructure behind these scams.

This recent operation demonstrates the power of police and private sector collaboration–scam infrastructure was decisively taken down, cutting off scammers’ ability to defraud Singaporeans. SPF will work with Meta and other online service providers to expand data sharing and strengthen scam disruption efforts.”
