Introduction Of Online Applications For The Renewal And Replacement Of Singapore Qualified Driving Licences For Foreigners

With effect from 9 December 2019, foreigners[1] will be able to apply online for the renewal and replacement of their Singapore Qualified Driving Licences (QDLs).  Currently, online applications for the replacement of QDLs are available only to Singaporeans and Permanent Residents.

Application for Renewal/Replacement of QDLs

Foreigners whose QDLs are expiring or need to be replaced may apply for their renewal/replacement online via the Singapore Police Force e-services portal at https://www.police.gov.sg/e-services or the Police@SG mobile application using their SingPass accounts. Those who do not have SingPass accounts can apply for the renewal of their QDLs using their Foreign Identification Number (FIN) and date of birth.

Successful applicants will receive their new/replacement QDLs via registered mail within seven working days.

Conversion of Foreign Driving Licences to Singapore QDLs

Persons who wish to convert their foreign driving licence to a Singapore QDL will still need to do so in person at the Traffic Police (TP) Headquarters, as TP will have to verify the validity of the foreign driving licence and other relevant documents.

Conclusion

With the introduction of online applications for QDLs, TP will no longer accept over-the-counter applications for the renewal or replacement of QDLs, except for the conversion of foreign driving licences.

Applicants who do not have online access to the Internet can submit their applications via self-service terminals at the Traffic Police Headquarters from 9 December 2019. There will be personnel stationed near the terminals to provide assistance.
