IMPORTANT NOTICE TO APPLICANTS FOR ARMS, EXPLOSIVES & EXPLOSIVES PRECURSORS LICENCE

 

With effect from 10 December 2018, all e-services will be migrated to LicenceOne (Whole of Government Business Licensing Portal). Please submit all applications at https://licence1.business.gov.sg.

 

For applications that had been submitted before 10 December 2018 but remains unpaid on or after 10 December 2018, the usual online mode of payment will not be available, and payment can ONLY be made through AXS services using the application acknowledgement number. 

 

For applications that are submitted on or after 10th December 2018, both the usual online mode of payments and AXS services will be available.

 

With the migration to LicenceOne, corporate entities are required to use their CorpPass to login to the website for any transactions with government agencies. If you do not have an existing account with CorpPass, please apply for one at http://www.corppass.gov.sg.  Individual applicants may continue to use SingPass for their transactions with government agencies.

Arms & Explosives Licence

  1. Under the Arms and Explosives Act, an A&E licence is required if one:
    1. has in his possession or under his control any gun, arms, explosives, explosive precursors, poisonous or noxious gas or noxious substance;
    2. imports any gun, arms, explosives, explosive precursors, poisonous or noxious gas or noxious substance;
    3. exports any gun, arms, explosives, explosive precursors, naval or military stores, poisonous or noxious gas or noxious substance; or
    4. manufactures or deals in guns, arms, explosives, explosive precursors, poisonous or noxious gas or noxious substance.

Guidelines on Fit and Proper Criteria for a Person to Hold a Arms & Explosives Licence

​​In considering whether a person is fit and proper to hold a Arms & Explosives licence, the Licensing Officer may require that the applicant satisfy such criteria and requirements as published in the guidelines. For more information on the guidelines, please click here

How Soon Can My Application Be Processed?

The normal processing time for an application for A&E licence is 14 working days from the receipt of the application and the necessary supporting documents.

Requirement For Strategic Goods By Singapore Customs

You will need to apply for a strategic goods permit if you are transhipping or transiting items listed in the Fourth and Fifth Schedules of the Strategic Goods (Control) Regulations respectively.
