Man To Be Charged For Outrage Of Modesty On Board An Aircraft

The Police will be charging a 20-year-old male Indian national for his suspected involvement in a case of outrage of modesty on board an aircraft en route to Singapore.

On 28 February 2025 at 12.05pm, the Police were alerted to an incident where a man had allegedly molested a 28-year-old female cabin crew whilst on board an aircraft.

Preliminary investigation revealed that during the flight, the female crew was escorting a female passenger to use the lavatory when she noticed a piece of tissue paper on the floor of the lavatory. As the female crew bent forward to pick it up, the man allegedly appeared behind her, grasped her, and pushed her into the lavatory with him. The female passenger, who witnessed the incident, helped the female crew out of the lavatory immediately. The incident was then reported to the cabin supervisor.  The man was arrested by officers from Airport Police Division once the aircraft arrived at Changi Airport.

The man will be charged in court on 22 April 2025 for the offence of using criminal force to a person with intent to outrage modesty under Section 354(1) of the Penal Code 1871 read with Section 3 of the Tokyo Convention Act 1971. The offence carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments.

The Police takes a firm stance against sexual offenders who commit indecent acts that cause alarm, distress and harassment to others, whether on the aircraft or in public. Such offenders will be dealt with sternly in accordance with the law. Commander of Airport Police Division, AC M Malathi said, “We take such incidents seriously as cabin crew are trained professionals dedicated to ensuring the safety and well-being of all passengers. The Police remain committed to protecting airline staff and passengers on board from any form of sexual harassment or assault.”
