Strict Enforcement Actions To Be Taken Against Owners Of Non-Compliant Lorries

From 1 January 2026, the Traffic Police (TP) will strictly enforce against lorry owners who fail to comply with the statutory deadlines to install speed limiters on their lorries (please refer to Annex A for these statutory deadlines). They may face prosecution. Non-compliant lorries will also be prohibited from being driven, and their road tax cannot be renewed.

TP has taken extensive measures to engage and remind fleet owners of the requirement through direct communications such as SMSes, emails, and letters. However, as of 14 November 2025, 765 out of the 2,525 lorries, or about 30%, subject to the 1 January 2026 statutory deadline still have not installed the speed limiters.

To encourage early installation, the Ministry of Home Affairs (MHA) and TP had earlier announced the following measures: 

  • Increased Penalties for Offences Relating to Speed Limiters: MHA will table legislative amendments in 2026 to raise the maximum penalty from $1,000 to $10,000, in the event of non-compliance with statutory deadlines to install speed limiters, or for tampering with speed limiters.   

  • Remedial Order for Lorries Caught Speeding: From 1 January 2026, companies whose drivers are caught speeding in lorries will be issued a Remedial Order (RO) under the Workplace Safety and Health Act for committing an unsafe act at work. The RO issued by TP will require the company to install speed limiters across all their remaining lorries ahead of their statutory deadlines. Non-compliance will result in fines of up to $50,000.   

  • Revised Criteria for bizSAFE Application: From 1 January 2026, the speed limiter requirement will be incorporated into the Workplace Safety and Health Council’s risk management audit as part of the bizSAFE certification and renewal process. Companies found operating lorries without speed limiters will be flagged during the audits, and such companies may be unable to obtain or renew their bizSAFE certification. 

  • Productivity Solutions Grant (PSG): Enterprise Singapore will provide PSG support for the adoption of speed limiters, for a time-limited period between 1 October 2025 and 31 March 2027, for lorries which deadlines have not yet passed. Local small and medium enterprises can apply for the PSG to receive funding of up to 50% of the eligible costs, subject to a grant cap of S$30,000 per financial year. 

  • Prioritisation for Class 4 Lessons: TP announced earlier that with effect from 14 September 2025, learners from companies that have installed speed limiters on their lorries will be prioritised for enrolment in Class 4 driving lessons.

TP strongly urges lorry owners that have lorries which statutory deadline to install speed limiters is 1 January 2026, to do so without delay. Non-compliant lorry owners will not only still need to install the speed limiters, but will face enforcement action.
