Enforcement Of Speed Limiter Requirement For Lorries From 1 January 2026

From 1 January 2026, the Traffic Police (TP) will take stern enforcement action against lorry owners who fail to comply with the statutory deadlines to install speed limiters in their lorries (refer to Annex A). 

Since early 2025, TP has been undertaking extensive measures to engage and remind lorry owners of the mandatory requirement to install speed limiters ahead of their statutory deadlines through direct communications such as SMSes, emails, and letters. As of 20 December 2025, 402 out of the 2,485 lorries (about 16.2%) with the statutory deadline of 1 January 2026, have yet to install speed limiters. 

TP would like to remind lorry owners that non-compliant lorries will be prohibited from being driven, and their road tax cannot be renewed. Lorry owners of such vehicles will also be subjected to the following:

  • Increased Penalties for Offences Relating to Speed Limiters: Currently, those who operate a vehicle without a speed limiter, when it is required, may face a fine of up to $1,000 or jail term of up to three months, for first time offenders. Repeat offenders may face a fine of up to $2,000 or jail term of up to six months. The Ministry of Home Affairs (MHA) will table legislative amendments in 2026 to raise the maximum penalty from $1,000 to $10,000, in the event of non-compliance with statutory deadlines to install speed limiters, or for tampering with speed limiters.

  • Remedial Order for Lorries Caught Speeding: From 1 January 2026, companies whose drivers are caught speeding in lorries will be issued a Remedial Order (RO) under the Workplace Safety and Health Act for committing an unsafe act at work. The RO issued by TP will require the company to install speed limiters across all their remaining lorries ahead of their statutory deadlines. Non-compliance will result in fines of up to $50,000. 

  • Revised Criteria for bizSAFE Application: From 1 January 2026, the speed limiter requirement will be incorporated into the Workplace Safety and Health Council’s risk management audit as part of the bizSAFE certification and renewal process. Companies found operating lorries without speed limiters will be flagged during the audits, and such companies may be unable to obtain or renew their bizSAFE certification.

With one week to go before 1 January 2026, TP strongly encourages lorry owners with lorries that have the statutory deadline of 1 January 2026, but have yet to install speed limiters, to do so immediately.
