Mr How Kwang Hwee took over command of the Singapore Police Force (SPF) from Mr Hoong Wee Teck as the Commissioner of Police, in a Change of Command Ceremony held at the Home Team Academy on Monday, 5 January 2026.
Mr How Kwang Hwee, 46, has served 27 years in the SPF. He has held various leadership appointments, including Deputy Commissioner (Policy), Deputy Commissioner (Investigation and Intelligence), Director of the Criminal Investigation Department and Director of the Operations Department. He has also served a stint in the Ministry of Home Affairs Headquarters as Senior Director of the Policy Development Division.
On his appointment as Commissioner, Mr How said “I am honoured and humbled to be given the responsibility of leading the Singapore Police Force, and I do so with a deep sense of duty and commitment to serve Singapore. I look forward to working closely with our officers, partners and the community to keep Singapore safe and secure.”
Mr Hoong Wee Teck, 62, has led the SPF for 11 years. He was appointed as Commissioner on 6 January 2015, and has served 38 years in the SPF. During his tenure as Commissioner, Mr Hoong significantly strengthened the capabilities of the SPF. New technological capabilities have been built for crime fighting and prevention, including unmanned aerial vehicles for patrols and incident response, and a police camera network with video analytics in public places, which has significantly improved the success rate of, and speed with which the SPF has been able to solve crimes. Mr Hoong also established the Anti-Scam Command and Emergency Response Teams in the SPF, to more effectively tackle scams and the terrorism threat respectively. Under Mr Hoong’s leadership, Singapore has remained one of the safest cities in the world, with consistently low crime rates, and high public trust in the SPF. We thank Mr Hoong Wee Teck for his strong leadership as our Commissioner and wish him all the best in his future endeavours.

Annex B – Background of Mr How Kwang Hwee
Mr How Kwang Hwee, 46, joined the Singapore Police Force in 1998 after he was awarded the Singapore Police Force Overseas Scholarship. He graduated from the University of Oxford in 2002 and obtained a postgraduate Master of Science in Management from the Stanford University in 2014.
Mr How has served 27 years in the SPF and has held various leadership appointments. These include appointments as Deputy Commissioner (Policy), Deputy Commissioner (Investigations and Intelligence), Director of the Criminal Investigation Department (CID), Director of the Operations Department and Senior Director of the Policy Development Division in the Ministry Headquarters.

Annex C – Background of Mr Hoong Wee Teck
Mr Hoong Wee Teck, 62, joined the Singapore Police Force in 1987 after graduating from the National University of Singapore. He holds a Master’s degree in Public Administration from the University of Liverpool, and a Postgraduate Certificate for Criminology from the University of Leicester.
Mr Hoong has held several leadership appointments in his 38 years of service with the SPF. These include appointments as Deputy Commissioner (Investigations and Intelligence), Director of the Criminal Investigation Department, Director of the Police Intelligence Department, and Commander of Bedok Police Division.
