Two male teenagers, aged 15 and 16, will be charged in court on 24 June 2026 for their suspected involvement in separate cases of evasion of a roadblock and causing injuries to Traffic Police (TP) and Land Transport Authority (LTA) officers. 

Case 1

On 21 March 2025 at about 11.25pm, officers from the TP and LTA were conducting a joint roadblock along Commonwealth Avenue West towards Commonwealth Avenue. A 15-year-old male teenager was riding an unregistered Personal Mobility Device (PMD) on the road and spotted the roadblock. He mounted the pavement, abandoned the PMD and fled on foot together with his male pillion rider. Both were subsequently detained by TP officers.

The 15-year-old male teenager will be charged with the offence of evading a police roadblock under Section 26(5) of the Police Force Act 2004, riding a PMD on public road under Section 5A of the Road Traffic Act 1961, riding a PMD on footpath under Section 16(1)(a) of the Active Mobility Act 2017 and riding an unregistered registrable PMD on footpath under Section 28B(3) of the Active Mobility Act 2017.

Case 2

In a separate incident at the same location, a 16-year-old male teenager was riding an unregistered vehicle when he approached the roadblock at high speed, colliding with a TP officer and an LTA officer who were stationed at the roadblock. The 28-year-old male TP officer sustained injuries including a head haematoma, abrasions and hip pain; while the 44-year-old male LTA officer sustained severe injuries including brain injury, knee fracture, muscle tear and a sprained ligament. Both officers and the male teenager were conveyed conscious to hospital. 

The 16-year-old male teenager will be charged with the offence of evading a police roadblock under Section 26(5) of the Police Force Act 2004, reckless driving causing grievous hurt under Section 64(2A)(a) of the Road Traffic Act 1961, reckless driving causing hurt under Section 64(2B)(a) of the Road Traffic Act 1961, underage driving under Section 62(4) of the Road Traffic Act 1961, using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 and using a unregistered vehicle under Section 10(1) of the Road Traffic Act 1961.

The Police conduct roadblocks to deter and detect crimes. Members of the public are advised to cooperate with officers when approached at roadblocks. The Police take a tough stance against anyone who evades roadblocks and endangers the safety of officers and members of the public, and will not hesitate to take action against such offenders. The Police would also like to remind the public that PMDs are not permitted on public roads, and enforcement action will be taken against those found flouting the laws.

Annex A

Road Traffic Act 1961

The offence of dangerous driving causing grievous hurt under Section 64(2A)(a) of the Road Traffic Act 1961 carries a jail term between one and five years; and disqualification from driving all classes of vehicles. In the case of a second or subsequent conviction, motorists are liable to a jail term between two and ten years; and disqualification from driving all classes of vehicles for at least eight years.

The offence of dangerous driving causing hurt under Section 64(2B)(a) of the Road Traffic Act 1961 carries a fine of up to $10,000, a jail term of up to two years, or both and disqualification from driving all classes of vehicles. In the case of a second or subsequent conviction, motorists are liable to a fine up to $20,000, a jail term up to four years or both; and disqualification from driving all classes of vehicles.

The offence of evading from a police roadblock under Section 26(5) of the Police Force Act 2004 carries a fine of up to $10,000, or a jail term of up to seven years, or both. 

The offence of underage driving under Section 62(4) of the Road Traffic Act 1961 carries a fine of up to $1,000, or a jail term of up to three months, or both.

The offence of using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 carries a fine of up to $1,000, or a jail term of up to three months, or both.

The offence of riding a PMD on a public road under Section 5A of the Road Traffic Act 1961 carries a fine of up to $2,000, or a jail term of up to three months, or both. In the case of a repeat offender, the offence carries a fine of up to $5,000, or a jail term up to six months, or both.

The offence of using an unregistered vehicle under Section 10(1) of the Road Traffic Act 1961 carries a fine of up to $2,000, or a jail term of up to three months, or both. In the case of a second or subsequent conviction, the offence carries a fine of up to $5,000, or a jail term up to six months, or both.

Active Mobility Act 2017

The offence of riding a PMD on a footpath under Section 16(1)(a) of the Active Mobility Act 2017 carries a fine of up to $2,000, or a jail term of up to three months, or both. In the case of a repeat offender, the offence carries a fine of up to $5,000, or a jail term up to six months, or both.

The offence of riding an unregistered registrable PMD on a footpath under Section 28B(3) of the Active Mobility Act 2017 carries a fine of up to $2,000, or a jail term of up to three months, or both. In the case of a repeat offender, the offence carries a fine of up to $5,000, or a jail term up to six months, or both.
