Class 3C / 3CA Driving Licences

Q1: When will the new Class 3C / 3CA (“A” for auto transmission) driving licence be implemented?
A1: The new Class 3C / 3CA driving licences will be implemented with effect from 1 June 2015.

Q2: What type of vehicles is classified under Class 3C / 3CA driving licence?
A2: The new Class 3C / 3CA driving licence is essentially a sub set of the current Class 3 / 3A driving licence. Please see the brief definitions below:

Class 3

i) Motor cars with unladen weight=< 3000kg built to carry=< 7 passengers (exclude driver); and
ii) Motor tractors/vehicles with unladen weight=< 2500kg

Class 3A

i) Motor cars (Without clutch pedal) with unladen weight=< 3000kg built to carry=< 7 passengers (exclude driver); and
ii) Motor tractors / motor vehicles (Without clutch pedal) with unladen weight=< 2500kg

Class 3C

Motor cars with unladen weight=< 3000kg built to carry=< 7 passengers (exclude driver)

Class 3CA

Motor cars (Without clutch pedal) with unladen weight=< 3000kg built to carry=< 7 passengers (exclude driver)

Class 3 / 3A licence allow the drivers to drive motorcars, light good vehicles (LGVs) and small buses whilst Class 3C / 3CA licence only allow the drivers to drive motorcars only.

Q3: Who will be affected by the new Class 3C / 3CA driving licences?
A3: The new Class 3C/ 3CA licence will only apply to Work Permit holders and S-Pass holders who:
are new applicants applying to convert their foreign driving licences to Singapore driving licences; or
are existing converted Class 3 / 3A driving licence holders.
For new applicants, upon conversion of their foreign driving licences, which requires them to pass the Basic Theory Test (BTT), they will only be granted Class 3C / 3CA driving licences which will only allow them to drive motorcars.
If they want to drive light goods vehicles and small buses, they will need to pass their Class 3 / 3A practical test to obtain the Class 3 / 3A driving licence. They will be exempted from the Final Theory Test (FTT).
For existing converted Class 3 / 3A licence holders, upon renewal of their current driving licence, they will be granted Class 3C / 3CA licence accordingly. If they have a pass result for Class 3 / 3A practical test or are holding heavy vehicle driving licence (Class 4 / 4A / 5 ), they will continue to be granted Class 3 / 3A licence.

Q4: Does Class 3C / 3CA driving licence apply to Singaporeans, Permanent Residents and Employment Pass holders who are applying for conversion of their foreign driving licences?
A4: No. Singaporeans, Permanent Residents and Employment Pass holders are not affected by the Class 3C / 3CA driving licence. They will continue to be granted the Class 3 / 3A driving licence upon conversion of their foreign driving licence after passing the BTT.

Q5: Why do Class 3C / 3CA licence apply to Work Permit and S-Pass holders only for conversion of foreign driving licence?
A5: Work Permit and S-Pass holders tend to drive light good vehicles and small buses for work as part of their occupation. Traffic Police expect a greater duty of care from these drivers of Class 3 / 3A light goods vehicles and small buses. These drivers frequently ferry passengers and goods in the course of their work and drive larger vehicles like light good vehicles and small buses compared to regular family sedans. Traffic Police has raised Class 3 licence conversion requirements for work-permit and S-pass holders as they form a significant proportion of drivers holding converted licence holders who caused accidents while driving such vehicles. It is important to ensure that such drivers are competent, and familiar with the culture of road use in Singapore.

Q6: Will there be a transitional period for existing converted Class 3 / 3A licence holders who are holding Work Permit or S-Pass?
A6: Yes, there will be a fixed 2-year transitional period (i.e. 1 June 2015 to 31 May 2017) with effect from the commencement date of Class 3 / 3C licensing regime to allow existing converted Class 3 / 3A licence holders who are holding Work Permit or S-Pass to allow them to take and pass their Class 3 / 3A practical test if they want to retain their Class 3 / 3A licences.
If their driving licences’ expiry date falls within the transitional period, they will be granted Class 3C / 3CA licence for 5 years or up to the expiry date of their work pass; whichever is earlier; and
Class 3 / 3A licence up to the expiry date of 2-year transitional period (31 May 2017) period or the expiry date of their workpass, whichever is earlier.
If their licence expiry date is after the transitional period, they may continue to drive with their Class 3 / 3A licences till the expiry of their driving licence. Upon expiry and renewal of their driving licences, they will be granted Class 3C / 3CA if they do not have a pass result for Class 3 / 3A practical test or are not holding heavy vehicle driving licence (Class 4 / 4A / 5 ).

Q7: If I am holding a Class 3C / 3CA driving licence, do I need to pass the Final Theory Test (FTT) to be eligible for the Class 3 / 3A driving test?
A7: You do not need to pass FTT to be eligible for the Class 3 / 3A driving test as you will be exempted from FTT. However, you need to apply for a Class 3 Provisional Driving Licence (PDL) for your driving lesson and practical test.

Q8: Do I need to undergo any practical driving lessons before sitting for the practical test?
A8: You are encouraged to attend the practical driving lessons to familiarise yourself with the driving test requirements and the circuit testing environment. You may register with a licensed driving school or a private driving instructor.

Q9: If I am holding a Class 3C driving licence, can I apply for class 4 / 4A driving test?
A9: Yes, you may apply for Class 4 / 4A driving test. You must also be at least 21 years old. If you pass the Class 4 / 4A driving test, you will be granted Class 4 / 4A licence and Class 3 driving licences.

Q10: If I am holding a Class 3CA driving licence, can I apply for class 4 / 4A driving test?
A10: No, you are not allowed to apply for Class 4 / 4A driving test.

Q11: Where can I apply for the Class 4 practical test?
A11: You may apply for the Class 4 practical test at Singapore Safety Driving Centre (SSDC), 2 Woodlands Industrial Park E4.

Q12: How can I apply for the Class 4A practical test?
A12: You need to be the employed as bus captain by the public bus companies before you are allowed to apply for the Class 4A practical test.

Q13: What are the waiting times for the theory and practical driving tests?
A13: The average waiting time for the theory test or practical test is about 2 months from the date of booking. TP will ensure adequate resources to maintain the current waiting time to minimise disruption to both individual learner drivers and industries employing foreign worker drivers.

Q14: After passing my Class 4 / 4A driving test, what class of licence will be granted to me?
A14: You will be granted with both Class 3 and Class 4 / 4A driving licences.

Q15: Will I be placed on one-year probation period for my new driving licence?
A15: Yes, you will be placed on one-year probation period from the date of grant of your new driving licence under the New Drivers’ Rules.
If you obtain 13 or more demerit points during your one-year probationary period, your new driving licences shall be revoked. This applies to all new motorcar, motorcycle and heavy vehicle driving licences.
In addition, if you are granted new motorcycle or motorcar driving licences, you are required to display probationary plates when driving or riding during your one year probationary period. This is not required for new heavy vehicle licences.
However, for newly converted driving licences, the requirement to display the probationary plates will be subjected the date of issuance of your foreign driving licences. If you have held your foreign driving licence for one year or more, you are not required to display.

Q16: Do I need to display probationary plates for my newly converted Class 3C / 3CA or newly converted Class 3 / 3A driving licence?
A16: You need to display probationary plates for your newly converted Class 3C / 3CA or Class 3 / 3A driving licence for one year from the date of grant of your licence, if you have not hold your foreign driving licence for a year or more from the date of issuance by the foreign licensing authority.

Q17: Do I need to display probationary plates for my new Class 4 / 4A driving licence?
A17: No, you do not need to display probationary plates for your new Class 4 / 4A driving licence.

Q18: I managed to pass my Class 3 / 3A driving test after holding my class 3C / 3CA licence for more than one year. Will I be affected by the New Drivers’ Rules for my new Class 3 / 3A licence?
A18: Yes, your new Class 3 / 3A driving licence will affected by the New Drivers’ Rules. You will be under one-year probation from the date of grant of your new Class 3 / 3A licence and you are required to display probationary plates when driving during your probationary period.

Q19: If I am a Work Permit or a S-Pass holder who had obtained my Class 3 / 3A driving licence by undergoing the theory and practical test regimes in Singapore and not through your conversion regime, will I be granted a class 3C upon renewal?
A19: No. If you have obtained the Class 3 driving licence by going through our full driving test regime, you will be granted a Class 3 / 3A driving licence upon renewal.

Q20: If I am holding Class 3C driving licence, can I apply for a Class 3 or 3A practical test?
A20: You may apply for a Class 3 practical driving test only.

Q21: If I am holding a Class 3CA driving licence, can I apply for a Class 3 or 3A practical test?
A21: Yes, you may apply for either a Class 3 or 3A driving test.

Q22: I was granted a conversion for my Class 3 / 3A foreign driving licence when I was holding an Employment Pass. However, my Employment Pass was cancelled and I am issued with an S Pass or Work Permit. How will this affect my converted Class 3 / 3A driving licence upon renewal?
A22: As you are now holding a S-Pass or Work Permit instead of an Employment Pass, you will be issued with a Class 3C / 3CA driving licence upon renewal for your converted Class 3 / 3A driving licence.

Q23: I am holding a Work Permit / S-Pass but my vocation is not a driver. Will I be granted a Class 3C / 3CA after conversion of my foreign driving licence?
A23: The granting of Class 3C / 3CA driving licence upon conversion is dependent on the type of work pass that you are holding and is not dependent on your vocation As you are holding a S-Pass or Work Permit, you will be issued with a Class 3C / 3CA driving licence upon conversion of your foreign driving licence.
