Police have arrested a 31-year-old man in connection to the case of loanshark harassment involving fire which was reported at Blk 272 Toh Guan Road on 13 June 2015.
2 Following the report, officers from the Criminal Investigation Department and the Police Intelligence Department worked relentlessly round-the-clock to carry out extensive investigative probes and ground enquiries. The officers’ efforts subsequently paid off when the identity of the suspect was established with the aid of Police Cameras (POLCAM) mounted in the vicinity of the incident location.
3 Following up on this lead, the officers mounted an operation and arrested the suspect at Lorong 5 Toa Payoh on 15 June 2015 at about 5.20pm. During the operation, loanshark-related paraphernalia such as cans of paint, bicycle chain locks and marker pens were also seized as case exhibits. Preliminary investigations revealed that the suspect is believed to be involved in more than ten cases of loanshark harassment islandwide, including at least five cases of loanshark harassment involving fire.
4 The suspect will be charged in Court on 17 June 2015 for loanshark harassment. Under the Moneylenders Act (Revised Edition 2010), first-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment shall be punished with imprisonment for a term not exceeding five years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than three and not more than six strokes.
