By-Election Meetings, Vehicle Processions & Closed-Door Briefing for Candidates and Election Agents On Permit Application Procedures For Election Meetings

After Nomination Day on 27 April 2016, candidates or their election agents may apply to hold the following activities:

  1. Outdoor or indoor election meetings between 7.00am and 10.00pm from 28 April 2016 (Thursday) to 5 May 2016 (Thursday); and

     

  2. Use of a perambulating vehicle fitted with loudspeakers between 2.00pm and 10.00pm on 27 April 2016 (Wednesday); and between 7.00am and 10.00pm from 28 April 2016 (Thursday) to 5 May 2016 (Thursday). 

OUTDOOR AND INDOOR ELECTION MEETINGS


Outdoor election meetings can only be held at designated places specified in the permit. The list of outdoor rally sites will be announced by the Police at the end of nomination proceedings on 27 April 2016 (Wednesday).

 

Police Permits are required for outdoor election meetings. For meeting sites with multiple applications for a given timeslot, permits will be issued after the sites are allocated via ballot. Applicants must also obtain the consent of the owner of the respective sites. To facilitate this, staff from the Housing Development Board (HDB) and Sport Singapore (SportSG) will be present at the Police Elections Permits Office (PEPO) to grant the necessary approvals.

 

Indoor election meetings may also be held within the Bukit Batok constituency. An indoor site for this purpose will be defined as an enclosed area where activities within are not in the hearing or view of any person outside.  Applicants will be responsible for obtaining written consent from the owner of the premises for the use of the indoor site. This written consent shall be given to the Police together with the application for a permit to hold the election meeting.

 

The Police will not levy any fees for the application of permits for election meetings. However, there will be fees levied by the different agencies for the use of their land or property. The types of outdoor election meeting sites that will be made available for booking and the corresponding rental rates levied by the relevant site agencies are at Annex A.

 

PERAMBULATING VEHICLE FITTED WITH LOUDSPEAKER

 

A perambulating vehicle fitted with loudspeakers may be used as part of election campaigning. A Police permit is also required for the use of such vehicles.

 

PERMIT APPLICATION PROCEDURE

 

Applications to hold an election meeting or to use a perambulating vehicle fitted with loudspeakers must be made in person by a candidate or his election agent at the following address:

Application forms can be obtained from the PEPO and may also be downloaded from the PEPO website – www.police.gov.sg/elections from  25 April 2016.


A candidate or his election agent can only apply for an outdoor or indoor election meeting, and the use of perambulating vehicle fitted with loudspeaker for the constituency in which he is contesting.

 

Security checks will be conducted prior to entry into the Police Cantonment Complex. Members of the public (including candidates/agents) will have to exchange their identification documents for security passes. As public parking is not available in the complex, members of public (including candidates/agents) are advised to park their vehicles at parking facilities nearby.

 

The PEPO will open at 8.30am daily (except on 27 April 2016 where it will open at 2.00pm) and applications should be made in accordance with the following schedule:

COMPLIANCE WITH OTHER LAWS

 

Applicants are to strictly comply with the conditions and restrictions on election meetings stated under the Public Order (Election Meetings) Regulations 2009 before, during and after the election meetings. Applicants are also reminded of the need to comply with all applicable laws. In particular, they should note that under the Parliamentary Elections Act:

 

  1. Anyone who is not a citizen of Singapore, or who is an undischarged bankrupt, or whom an order of supervision under section 30(b) of the Criminal Law (Temporary Provisions) Act has been made, or who is attending a primary or secondary school as a student, is prohibited from taking part in any election activity (section 83(1)). 

     

  2. No person shall conduct any election activity unless he is in possession of a written authority signed by a candidate or his election agent (section 83(2)). 

("election activity" includes any activity which is done for the purpose of promoting or procuring the election of a candidate at any election other than clerical work wholly performed within enclosed premises.)

 

The operation of Unmanned Aerial Vehicles (UAV) or drones at nomination centre, rally sites and assembly centres could endanger public safety. The public should therefore not bring in or fly any UAV or drone into and/or over these areas. The Police will take action against any person who endangers the safety of the public.

Closed-Door Briefing to Candidates & Election Agents

 

The Police Elections Permits Office (PEPO) will conduct a briefing on the application procedures for Election Meetings on Nomination Day, 27 April 2016, at 1.30pm at Police Cantonment Complex (2nd Level), 391 New Bridge Road, Singapore 088762. Candidates or their Election Agents, or both, may attend this briefing.
