The National Day Parade (NDP) 2016 has been declared as a ‘Special Event’ under the Public Order Act. The National Stadium and the surrounding areas around the Sports Hub, where activities related to the NDP will take place, will also be designated as a 'Special Event Area'. Within the Special Event Area, a ‘Special Zone’ has been designated for heightened security checks.

 

To ensure public safety and security, Police need to impose strict security measures by gazetting the designated areas as Special Event Area and Special Zone under the Public Order Act.  

 

The gazetting of NDP 2016 as a Special Event and the security restrictions to be applied on the Special Event Area and Special Zone will take effect on 9 August 2016 from 0001hrs to 2359hrs. The reserve date for the NDP is 13 August 2016 and the gazette will correspondingly take effect if the Parade is held on that day.

 

SECURITY RESTRICTIONS WITHIN THE SPECIAL EVENT AREA

 

Security restrictions will be applied within the Special Event Area as demarcated in Annex A.

Prohibited items

 

Members of the public are prohibited from bringing the items listed in Annex B into the Special Event Area because they can present security challenges. Police have the powers to search and conduct checks on persons for such items within the Special Event Area. Where found, such items will be seized and investigations will be initiated against the person who has attempted to bring in the prohibited items. 

 

It is an offence to fly an unmanned aircraft, including drones, into or within a Special Event Area without a valid permit. It is also an offence to operate an unmanned aircraft that disrupts, interferes with, delays or obstructs the conduct of a Special Event or any activity associated with the Special Event, whether the unmanned aircraft is within or outside the Special Event Area.

 

Application for permits

  

Organisers of all public assemblies and processions within the Special Event Area, whether indoors or outdoors, must apply for permits from the Police at:

SECURITY RESTRICTIONS WITHIN THE SPECIAL ZONE

  

A Special Zone will also be demarcated within the Special Event Area. The boundary of this Zone is shown in Annex C.

 

Security checks and screenings will be conducted

There will be heightened security within the Special Zone. Police Officers will conduct security checks and screening on vehicles and persons entering or inside the Special Zone. Police will also have the powers to refuse entry to or remove a person from the Zone if necessary.

 

Police seek the cooperation of the public to comply with all orders issued by Police Officers. Stringent checks will be conducted within the Special Zone. Persons who engage in activities that compromise security within the Special Event Area / Zone will be dealt with firmly in accordance with the law.
