The private security industry plays a very important role in the safety and security of Singapore. To ensure that industry practitioners maintain a high standard of security services, the Police Licensing & Regulatory Department (PLRD) of the Singapore Police Force introduced the annual Security Agencies (SAs) Grading Exercise to assess and grade all licensed security agencies.

 

The Grading Exercise was introduced in 2006, and subsequently made mandatory in 2009. The objectives of the grading exercise are:

           • To motivate the SAs to raise their security and service standards, and

• To educate the service buyers on the differentiated quality of services provided by the SAs.

 

The SAs are assessed and scored based on criteria which have been categorised into the following 3 pillars:

         • Pillar 1 – Operations

         • Pillar 2 – Training for Operations

         • Pillar 3 – Employment and human resource practices

 

Each SA will be awarded a grade based on the outcome of the assessment:

The period of assessment for the Security Agencies Grading Exercise 2016 was from 1 June 2015 to 31 May 2016. This year, a total of 228 security agencies participated in the grading exercise, a slight decrease from 239 in 2015. However, there is a marked improvement in this year’s grading results. In particular, the number of SAs which obtained an A grade surged from 43 to 60, an increase of 39.5%. Correspondingly, the numbers graded D dropped significantly from 31 in 2015 to only 8 in 2016. Overall, 33.8% of the SAs saw an improvement in their grades in 2016 whilst only 17.1% saw a drop in grade.

The Police will continue to work closely with key industry stakeholders such as the Union of Security Employees, the various security associations and relevant government agencies to improve the standard of security services.
