The Police have arrested a 38-year-old man who is believed to be involved in several cases of Outrage of Modesty committed at the Hougang and Sengkang neighbourhoods.

Between 5 and 17 July 2017, several female victims reported that they were molested at the Hougang and Sengkang estates. Descriptions provided by the victims indicated that the offences were likely to be committed by the same person.

Acting on the reports, officers from Ang Mo Kio Police Division conducted intensive ground enquiries and follow-up investigations. The officers’ efforts paid off when they managed to arrest the suspect along Anchorvale Road on 21 July 2017. The suspect is believed to be involved in at least 10 cases of Outraging of Modesty at both neighbourhoods.

Preliminary investigations revealed that the suspect has made conscious efforts to avoid detection by the Police. The suspect is believed to have parked his motorcycle a distance away from the scenes and brought along extra clothing and apparels to disguise himself. These items were seized for investigations.

The suspect will be charged in Court on 26 July 2017 with the offence of Outrage Modesty under Section 354(2) of the Penal Code Chapter 224, which carries a punishment of imprisonment for a term which may extend to 5 years, or with fine, or with caning, or with any combination of such punishments.
