12 Public Spiritedness Award Recipients Appointed As Riders-On-Watch (Row) Volunteers

In a ceremony held at the Public Transport Security Command (TransCom) on 24 October 2019, 12 members of the public were commended for their public spiritedness.

During the event, 12 Public Spiritedness Award (PSA) recipients were recognised for their valiant effort to assist the Police in incidents that happened onboard public transport or at public transport nodes. These 12 recipients, together with two PSA recipients who received the award from TransCom in 2018, were also appointed as ROW volunteers.

In the first case, on 14 July 2019, Mr Gan had assisted the Police by providing information on two men who had in possession of a flick knife and drugs in the vicinity of West Mall. He continued to monitor their movements until the arrival of the Police. Both men were subsequently arrested for suspected drug-related offences. One of them was also arrested for possession of scheduled weapon.

In the second case, on 26 September 2019, Mr Teoh Kah Loon and Mr Teo Yew Ngiap had assisted the Police to detain a man who had robbed a woman of her bag outside Chinatown MRT station. The man was subsequently arrested for robbery with hurt and suspected drug-related offences.

In the third case, on 30 September 2019, Mr Jimmy Loy Hui Shan had assisted the Police to detain a man who took an upskirt video of a woman on the escalator at Bishan MRT station. The man was arrested for public nuisance, insulting the modesty of a woman, and possession of fraudulent property.  

In the fourth case, on 30 September 2019, Ms Chiang Su Sia had assisted the Police to detain a man who took upskirt photos of a woman on the escalator at Paya Lebar MRT station. The man was subsequently arrested for public nuisance and insulting the modesty of a woman.

As part of SPF’s overall strategy to engage the community, ROW aims to tap on the collective effort of riders to keep Singapore’s public transport network safe and secure. These ROW volunteers will receive the latest crime information affecting the public transport system. Besides helping to keep watch, the Police hopes that the ROW volunteers will share the information with their family members, friends and neighbours, thereby creating a more informed and safe community of commuters.

Deputy Commander of TransCom, Assistant Commissioner of Police Evon Ng said “Since January 2019, 32 members of the public have been commended by TransCom for their public spiritedness. The strong partnership between the public and the Police goes a long way to help prevent, deter and detect crimes on the public transport network. We encourage commuters to join TransCom’s Riders-On-Watch (ROW) Volunteer scheme. ROW volunteers will receive the latest crime information alert from the Police, enabling them to become our eyes and ears on the ground. Together with the Police, commuters can make perpetrators think twice before committing any crimes on the public transport network.”
