The Traffic Police (TP) will be progressively introducing heavy vehicle automatic transmission licence classes – Class 4P, Class 4AP, and Class 5P.
The new licence classes are:
- Class 4P: For any Class 4 vehicle that can be driven without the use of a clutch pedal (i.e. automatic transmission).
- Class 4AP: For any Class 4A vehicle that can be driven without the use of a clutch pedal (i.e. automatic transmission).
- Class 5P: For any Class 5 vehicle that can be driven without the use of a clutch pedal (i.e. automatic transmission).
Lessons for Class 4P will commence on 1 September 2025 at the Singapore Safety Driving Centre (SSDC), on a by-invitation basis for now. Selected individuals who have enrolled with SSDC and are waiting for their Class 4 lessons will be invited to enrol for Class 4P. TP will prioritise learners who require the licence for their work and are employed by companies which have already installed speed limiters on their lorries. This prioritisation allows TP to both meet industry needs and encourage the early installation of speed limiters. SSDC will contact these selected learners for Class 4P enrolment.
TP urges the industry to expedite the installation of speed limiters to meet the mandatory installation timeline of 1 January 2026, to achieve better road safety outcomes for everyone.
Class 4AP is only applicable to public transport operators, and hence is not available for public application.
For Class 5P, public applications will begin on 1 September 2025, with lessons commencing at a later date.
Holders of these new licences will be subject to the same regulatory requirements as existing heavy vehicle licence holders, including:
- Compliance with the Driver Improvement Points System (DIPS), i.e. drivers should not accumulate more than 12 demerit points within the first 12 months of receiving their new licence (probation period); and
- Mandatory medical examination.
TP will announce at a later date, the details for public applications for Class 4P lessons. Please refer to Annex A for more information.
1Lorries with Maximum Laden Weight between 5,001kg and 12,000kg (inclusive) and registered in Singapore before 1 January 2018 must be fitted with a speed limiter by 1 January 2026. For other lorries, please visit the SPF website at https://www.police.gov.sg/Advisories/Traffic/Traffic-Matters/Speed-Limiter-Announcement for the mandatory installation timelines.
