28 Persons Arrested For Suspected Involvement In Vice-Related Activities

The Police have arrested eight men and 20 women, aged between 21 and 61, for their suspected involvement in vice-related offences. 

On 30 July 2025, officers from the Criminal Investigation Department (CID), the Police Intelligence Department (PID), Central Police Division, Tanglin Police Division, Bedok Police Division, Special Operations Command and Immigration and Checkpoints Authority conducted raids in the vicinity of Jalan Layang Layang, Pasir Panjang Road, Boon Lay Avenue, Craig Road, Jurong West Street 71, Beach Road, Tai Seng Avenue, Bencoolen Street, Kim Yam Road, Onan Road, Orchard Road and Jalan Kemaman, resulting in the arrests of 28 persons for their suspected involvement in vice-related activities. 

During the operation, assets amounting to more than $610,000 comprising cash, funds in bank accounts, two luxury cars and 18 luxury watches, as well as two mobile phones, laptops and vice-related paraphernalia, were seized. Three men, aged between 30 and 45, will be charged in court on 1 August 2025 under the Women’s Charter 1961 for allegedly facilitating the operation of the online vice syndicate. Investigations against the other persons are ongoing.  
 
Under the Women’s Charter 1961,

  • Any person who knowingly lives wholly or in part on the earnings of the prostitution of another person shall be liable on conviction to imprisonment for a term not exceeding seven years and shall also be liable to a fine not exceeding S$100,000.

  • Any person who knowingly solicits, receives or agrees to receive any gratification as an inducement or reward for providing any service, and who by providing that service does or will aid the prostitution of another person (being a woman or girl), shall be liable on conviction to imprisonment for a term not exceeding seven years and shall also be liable to a fine not exceeding S$100,000.

  • A person in or outside Singapore who, in the course of business, uses a remote communication service with a Singapore link that offers or facilitates the provision by a woman or girl to another person of sexual services in Singapore in return for payment or reward shall be liable to a fine not exceeding $100,000 or to imprisonment for a term not exceeding five years or to both.

  • Any person who keeps, manages or assists in the management of a place of assignation shall be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding five years or to both. 

  • Any person who keeps, manages or assists in the management of a brothel shall be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding five years or to both.

The Police will continue to take tough enforcement actions against those involved in syndicated vice activities and suspend activities that threaten public safety, peace and good order of the community.
