Four men, aged between 28 and 73, will be charged in court on 26 October 2022 for their suspected involvement in separate cases of outrage of modesty.

The cases are:

  1. Between August 2021 and September 2021, a 40-year-old man allegedly molested a 33-year-old woman, who was employed as his foreign domestic worker, on multiple occasions at his home along Ang Mo Kio Street 52. The man will be charged with six counts of outrage of modesty under Section 354(1) of the Penal Code. The man will also be charged with two counts of insulting modesty under Section 377BA read with Section 73 of the Penal Code, for allegedly insulting the modesty of the woman on two separate occasions in August 2021 and September 2021 respectively. In addition, he will be charged for an additional count of attempted voyeurism under Section 377BB(2) read with Section 511 read with Section 73 of the Penal Code, for allegedly placing a spy camera in the common toilet.

  2. On 26 March 2022, a 73-year-old man allegedly molested a 17-year-old woman on a bus which was stopped along Paya Lebar Road. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  3. On 10 July 2022, a 62-year-old man allegedly molested an 18-year-old woman at a HDB void deck along Clementi Avenue 1. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

  4. On 27 August 2022, a 28-year-old man allegedly molested two women, aged 26 and 29, at a shopping mall along Orchard Road. The man will be charged with three counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments.

Outrage of modesty cases remain a key concern for the Police. The Police have zero tolerance towards sexual offenders who threaten the personal safety of those in the community, and offenders will be dealt with sternly in accordance with the law. The Police will continue to work closely with various stakeholders, and the community, to prevent and deter outrage of modesty cases. The Police would also like to urge members of the public to remain vigilant and to report the matter to the Police immediately, if they witnessed an incident of outrage of modesty, or are aware of someone being a victim of outrage of modesty.
