A Certificate of Clearance (COC) is a document issued by the Criminal Investigation Department of the Singapore Police Force (SPF) to certify that a person has no criminal records in Singapore within a stipulated period of time.
It may be requested by a foreign government authority or institution as part of an application process for overseas migration, overseas adoption of a child, overseas employment or business, overseas further education, etc.

Apply and pay online through the link on this page. The COC office does not accept walk-in applications.
There are different criteria for applying:
- For Singapore Citizen, Singapore Permanent Resident, or current holder of a valid Foreign Identification Number (FIN) – Singpass Account is required.
- For non-Singapore Citizen or non-Singapore Permanent Resident, who had previously held a valid Foreign Identification Number (FIN) but is not eligible to apply for a Singpass Account - Information on previous FIN number is required.
Please follow the process as outlined below for your case.
Singapore Citizen, Singapore Permanent Resident or current FIN holder
- Log in via Singpass, complete the online application form and submit the required documents.
- Make payment via a Visa or Mastercard credit/debit card.
- Upon approval of the COC application, you will be notified via the email address that you had provided during the online application process. View and download the digital COC on the FileSG portal using your Singpass via the link provided in the email.
Non-Singapore Citizen or non-Singapore Permanent Resident, who had previously held a valid FIN but not eligible to apply for a Singpass Account
- Log in using your FIN held previously, complete the online application form and submit the required documents.
- Make payment via a Visa or Mastercard credit/debit card.
- Upon successful application and payment, you will be notified via the email address that you had provided during the online application process to submit a scanned copy of your fingerprint impressions via email to the COC office.
- Have your fingerprint impressions recorded at an authorised institution in your country of residence (such as police stations) using the Fingerprint Form. Alternatively, you can use the Fingerprint Form of the foreign authorised institution if it bears the same set of fingerprint information that is required. See Sample of Fingerprints.
- Send the digital scanned copy of your fingerprint impressions with information of your name, FIN number and COC Application Number to the COC office via the COC email address for submission of fingerprint impressions, as indicated in the email notification.
- Upon successful verification of your fingerprint impressions and approval of your COC application, you will be notified via the email address that you had provided during the application process.
- View and download the digital COC on the FileSG portal via the link provided in the email. Request for a One-Time-Pin to be sent to your mobile phone or email address for authentication purposes.
1.3 How Long Does It Take?
- The processing time from receipt of the application with full documentation to approval of the application is between 7 to 14 days. The processing time will be longer if the documents and information submitted by you for the COC application are incomplete, inaccurate or do not meet the stated requirements.
- The COC office will contact you to seek clarifications if required. Please note that outstanding application without reply from the applicant to COC office's queries will be treated as closed six months after the date of application.
1.4 What You Need
- Singpass Account is required for applicant who is a Singapore Citizen, Singapore Permanent Resident or current FIN holder.
- Information on previous FIN number is required for applicant who is a non-Singapore Citizen or non-Singapore Permanent Resident, who had previously held a valid FIN and is not eligible to apply for a Singpass Account.
- Scanned documentary proof indicating that a COC is required and the purpose of the COC.
- Scanned biometric page of the applicant’s valid passport.
- Scanned Identification Document (ID) of the applicant, front and back.
- Scanned or digital coloured photograph of the applicant with white background (passport-sized, minimum resolution of 400 x 514 pixels).
- Valid Credit/Debit Card (Visa/Mastercard) to make online payment.
- Scanned copy and original hardcopy of fingerprint impressions (for applicants without a Singpass Account). The applicant may be required to mail the original hardcopy of the fingerprint impressions to COC office if the scanned copy could not be processed.
