Content Overview

Important Reminder: Applications that are received with incorrect or incomplete supporting documents (including valid work permits for foreigners) will be rejected immediately. Applicants should ensure that documents submitted are correct, and are not outdated, illegible or irrelevant. This will help reduce the processing time for all applicants.

 

Each application for security officers licences must be accompanied by an application/processing fee of $16.Please note that if the application is rejected because of incorrect/improper submissions, the applicant will have to resubmit a fresh application and pay the application/processing fee again.

 

Similarly, applications from security officers who have not completed their Refresher Quiz BEFORE submitting their licence renewal applications will also be rejected immediately. Please note that if their application is rejected because they have not completed their Refresher Quiz, they will also have to resubmit a fresh application and pay the application/processing fee again.

 

If you have declared any mental health condition in your application, please enclose the doctor’s memorandum dated no earlier than 6 months from your application date stating that you are fit to work as a Security Officer.

 

Who Needs a Security Officer Licence?

Section 14 of the Private Security Industry Act 2007 stipulates that a person needs a Security Officer licence to perform any of the following functions:

  • patrolling or guarding another person’s property (including cash in transit) by physical means (which may involve the use of patrol dogs) or by electronic means;
  • keeping the property (including cash in transit) of another person under surveillance, including for the purpose of preventing theft;
  • acting as a bodyguard or bouncer;
  • in respect of any public place or other premises and as part of your regular duties, perform any function of screening individuals seeking entry thereto;
  • regulating traffic under the Road Traffic Act 1961.

 

 

With reference to Para 5(a)* of the Private Security Industry (Exemptions) Order 2009 in respect of training courses, the person shall attend and be certified trained in the following two WSQ modules for security officers:

1) Handle Security Incidents and Services; and

2) Provide Guard and Patrol Services.

 

*Para 5 of the Private Security Industry (Exemptions) Order 2009 states:

Exempt security officers at construction workplaces

5.Section 14 of the Act shall not apply to any person who carries out for reward, or who advertises, or in any way holds out, that the person carries out or is willing to carry out for reward, any function of a security officer at a construction workplace if the person —

(a) has attended and successfully completed such courses of training relating to the security of premises as the licensing officer may require from time to time; and

(b) declares in writing to his employer stating every offence (if any) that he has been convicted of in the preceding one year prior to his employment as a security officer.


1.1 Who is Exempted?

This is what you should select if you are applying for a Security Officer Licence for the first time. 

Renew

When your licence is up for renewal, you will need to take the Refresher Quiz before submitting your Renewal Application, otherwise your application may be Rejected.

You will receive notification to renew your licence and take the Refresher Quiz three months prior to the date of the expiry of your existing licence. This notification will be sent via the contact details you provided to us. You can access the Refresher Quiz using the QR Code that will be provided in your notification. Your results will be provided immediately upon completion and you can retake the quiz immediately if needed.

Following submission of your Renewal Application and payment of the required fees, your application will be processed. You will be informed of the outcome of the application once it is approved or rejected.

Alternatively, you may wish to check the status of your application via GoBusiness.

Note: The result of the Refresher Quiz is valid for one year. You should only attempt the Refresher Quiz if your Security Officer licence is expiring in less than one year.

Amendment

You can amend the following information of your existing Security Officer licence via GoBusiness: 

  • Biodata
  • Contact Details
  • Training Record and Experience

Cancellation

You may terminate your existing Security Officer Licence any time before its expiration through GoBusiness. There will be no refund of licence fees upon cancelling your existing Security Officer Licence.

Withdrawal

You can withdraw your application for a Security Officer licence through GoBusiness any time before licence approval. There will be no refund of fees paid. If your licence has already been approved and issued at the time of your withdrawal request, you will have to submit a request to terminate the licence instead.

1.3 Criteria for Grant of Licence

To be eligible for a Security Officer licence, you must meet the following criteria:

  1. Be a fit and proper1 person
  2. Be a Singapore Citizen or Singapore Permanent Resident, or possess a valid work pass, if you are a Malaysia Citizen.

1Sections 21(8) and 21(9) of the Private Security Industry Act 2007:

In deciding whether a person or an officer of a business entity is a fit and proper person, the licensing officer may consider any of the following matters as indicating that the person or officer may not be a fit and proper person:

  • that the person or officer associates with a criminal in a way that indicates involvement in an unlawful activity;
  • that in dealings in which the person or officer has been involved, the person or officer:
    • has shown dishonesty or lack of integrity; or
    • used harassing tactics;
  • that the person or officer is or was suffering from a mental disorder; or
  • that the person or officer is an undischarged bankrupt or has entered into a composition with his debtors.

The above mentioned shall not limit the circumstances in which a person or an officer of a business entity may be considered by the licensing officer not to be a fit and proper person.

You are required to attach the following documents with the application for a Security Officer licence.

  • Malaysian Identity Card
  • Malaysian Passport
  • Work Pass
  • Approval of Work Pass From Ministry Of Manpower 

*Note that the In-Principle Approval will not be accepted.

  • Certificate of Non-Criminal Conviction (CNCC) also known as Certificate of Good Conduct (CGC) issued within three months from the date of application

A scanned copy of the latest passport and/or ID card as supporting documents for Malaysians who are updating their passport and/or Malaysian ID card number.

A scanned copy of the Certificate or Statement of Attainment to support the training competency declared in the application. (Applications without the necessary supporting documents will be rejected. Result Slips will not be accepted.)

1.6 Submission of Application

You will be directed to GoBusiness and asked to sign in using your SingPass.

1.7 Security Officer Medical Form

If you are above 60 years of age, you are required to be certified by a registered medical practitioner to be medically fit for work as a security officer before being deployed to work as a security officer.

You should download the Security Officer Medical Form before going for the medical check-up.
