Progressive Wage Model Requirements

As a Licensed Security Officer, you will need to comply with the training requirements and job functions of the corresponding grades of Security Officers under the Security Progressive Wage Model (PWM). Please refer to NTUC’s Tripartite Guidelines for details.

The job functions for each PWM grade can be found in the Security Tripartite Cluster (STC)’s Recommendations on the Progress Wage Model for the Security Industry.

You may also refer to the Skills Framework for Security for more information relating to career pathways, occupations, job roles, skills and competencies and training programmes for the security sector.

Appeal for Exemptions or Emplacement

Licensed security officers who have prior supervisory experience in the security industry, or were from the uniformed services, may be exempted from certain Workforce Skills Qualifications (WSQ) certifications under the Security Progressive Wage Model (PWM) or emplaced to a higher Security PWM grade.

For more details on the requirements for exemptions and emplacement to higher PWM grade for ex-uniformed services officers, please refer to SPF’s Exemption and Emplacement Framework

To appeal for exemptions or emplacement to a higher PWM grade, please submit the appeal via FormSG by filling up the form “Police Regulatory Department Enquiries” together with the following documents for our consideration:

  1. A copy of your CV; 
  2. Documentary proof that details job scope and service period in relation to past work experience in the security industry; and
  3. A copy of your Certificate of Service.

File format: DOC, .DOCX, .JPG , .PDF. 

No of Files: 4 MB x 1 file

You may apply for training exemption only if you have obtained a security officer licence and have met the requirements set out in the framework. 

Each case will be assessed on its own merits on a case-by-case basis

Training Records

You may check your training records via the Enquiry on Private Security Licence e-service.

If your training records are not updated, please submit an application for 'Update of Training Record and Experience' in GoBusiness for our processing using “Log in for Individual Users” and complete the followings steps:

  • Scroll down to “My Licences” and select the “Active” box.
  • Under “Action” column for Security Officer Licence, click on “Selection Action”, followed by “Amend”.

Do note that applications without supporting documents will be rejected.
