Security Progressive Wage Model Requirements

Description for Security Progressive Wage Model Requirements

Progressive Wage Model Requirements

 Important Update:

Updated Training Requirements for Security Officers by 31 December 2026

Following recommendations from the Security Tripartite Cluster and MHA's acceptance in 2023, existing Security Officers (SOs) and Senior Security Officers (SSOs) must complete mandatory training modules i.e. Operate Basic Security Equipment (OBSE) and Perform Remote Surveillance Function (PRSF) respectively to remain deployable.

The completion deadline for these modules has been extended from 31 December 2025 to 31 December 2026. This is a one-off extension. Completion remains mandatory for continued deployment from 1 January 2027.

Course Requirements by 31 December 2026:

• Existing SOs: TSC Access Control Management - OBSE module

• Existing SSOs: TSC Security Surveillance Management - PRSF module

Module Assessment Improvements

Since August 2025, module assessments have been simplified with the use of simpler English and removal of certain memory-based questions to focus on practical application.

We encourage early completion of the training modules to avoid scheduling difficulties.

As a Licensed Security Officer, you will need to comply with the training requirements and job functions of the corresponding grades of Security Officers under the Security Progressive Wage Model (PWM). Please refer to NTUC’s Tripartite Guidelines for details.

The job functions for each PWM grade can be found in the Security Tripartite Cluster (STC)’s Recommendations on the Progress Wage Model for the Security Industry.

You may also refer to the Skills Framework for Security for more information relating to career pathways, occupations, job roles, skills and competencies and training programmes for the security sector.
