Nine Men To Be Charged With Outrage Of Modesty

Nine men, aged between 33 and 69, will be charged in court on 23 September 2025 for their suspected involvement in separate cases of outrage of modesty, or molestation.

The cases are as follows:

  1. On 25 June 2025, a 61-year-old man allegedly molested a 36-year-old woman at the loading bay of a supermarket along Tanglin Halt Road. Through follow-up investigations and with the aid of images from CCTVs, the Police managed to establish the man’s identity and subsequently arrested him. He will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  2. On 25 June 2025, a 48-year-old man allegedly molested a 23-year-old woman onboard a public bus. He was arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  3. On 25 June 2025, a 36-year-old man allegedly molested a 12-year-old girl at a supermarket along Hougang Street 21. Through follow-up investigations and with the aid of images from CCTVs, the Police managed to establish the man’s identity and subsequently arrested him within 7 hours of the report. The man will be charged with one count of outrage of modesty against a person below 14 years of age under Section 354(2) of the Penal Code 1871.

  4. On 23 June 2025, a 45-year-old man allegedly molested a 43-year-old woman onboard a train. Through follow-up investigations, the Police managed to establish the man’s identity and subsequently arrested him. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  5. On 12 June 2025, a 33-year-old man allegedly molested an 8-year-old girl. Through follow-up investigations, the Police managed to arrest him on 18 June 2025. Further investigations revealed that he had allegedly molested the 8-year-old girl on another occasion sometime in 2025. The man will be charged with four counts of outrage of modesty against a person below 14 years of age under Section 354(2) of the Penal Code 1871.

  6. On 11 April 2025, a 67-year-old man allegedly molested a 15-year-old girl at the lift lobby of a residential block. Through follow-up investigations and with the aid of images from CCTVs, the Police managed to establish the man’s identity and subsequently arrested him on 13 April 2025. The man also allegedly used criminal force on the 15-year-old girl at the same location, sometime in January 2025. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871 and one count of criminal force under Section 352 of the same act.

  7. On 15 March 2025, a 54-year-old male allegedly molested a 44-year-old woman at a bar along River Valley Road. He was arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  8. On 5 November 2024, a 68-year-old man allegedly molested a 13-year-old boy onboard a public bus. Through follow-up investigations and with the aid of images from CCTVs and Police cameras, the Police managed to establish the man’s identity and subsequently arrested him the next day. The man will be charged with one count of outrage of modesty against a person below 14 years of age under Section 354(2) of the Penal Code 1871.

  9. On 21 October 2024, a 43-year-old man allegedly molested a 33-year-old man at a gym along Market Street. Through follow-up investigations, the Police managed to establish the man’s identity. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments. The offence of outrage of modesty of a person below 14 years of age under Section 354(2) of the Penal Code 1871 carries an imprisonment term which may extend to five years, a fine, caning, or any combination of such punishments. The offence of criminal force under Section 352 of the Penal Code 1871 carries an imprisonment term which may extend to 3 months, a fine which may extend to $1,500, or any combination of such punishments.

The Police have zero tolerance towards sexual offenders who prey on unsuspecting victims and who threaten the personal safety of those in the community. Offenders will be dealt with sternly in accordance with the law. The Police will continue to work closely with various stakeholders, such as public entertainment outlets, public transport operators, and the community, to prevent and deter molestation cases.

Victims of molestation should move away from the perpetrator and call the police immediately when it is safe to do so. While ensuring their personal safety, victims should try to note key details such as the perpetrator’s physical appearance, clothing, and the time and location of the incident.

Members of the public are also encouraged to remain vigilant, especially at crowded areas. If they witness molestation or are aware of someone being a victim of molestation, they should report the matter to the Police immediately. Such actions can deter the perpetrator and provide crucial witness testimony. If the perpetrator flees, bystanders should note their description and direction of travel. Quick responses by both victims and bystanders can help the Police swiftly identify and apprehend the perpetrator, while safeguarding others from further harm.
