19 Persons Arrested And Eight Operators Under Investigation Following Enforcement Operations Against Beauty And Wellness Premises

Between March and April 2026, officers from Clementi Police Division, the Ministry of Health and the Housing & Development Board carried out enforcement operations at premises located along Jurong East Avenue 1 and Jurong East Street 31. 

The operations focused on beauty and wellness premises, including beauty parlors, and massage establishments. In total, 19 women, aged 24 to 55, were arrested – 14 for their suspected involvement in vice-related activities, while the remaining five were arrested for breaches of work-permit regulations. Vice-related activities were uncovered in two TCM outlets and three massage establishments.

A total of eight operators are currently under police investigation. Of these, seven are being investigated for providing massage services without a valid licence under Section 5(1) of the Massage Establishments Act 2017. The remaining operator, who holds a valid licence, is under investigation for failing to ensure that their employees do not provide sexual services, breaching Rule 12(1)(a) of the Massage Establishment Rules 2018.

The Police will continue to take stern enforcement actions against individuals and businesses engaged in illicit activities in beauty and wellness premises. Under the Women’s Charter 1961 -

  • Any person in or outside Singapore who, in the course of business, uses a remote communication service with a Singapore link to offer or facilitate the provision by a woman or girl to another person of sexual services in Singapore in return for payment or reward, shall be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding five years or to both.

  • Any person who keeps, manages or assists in the management of a place of assignation, shall be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding five years or to both.

Individuals found guilty of carrying on a business of providing massage services in an establishment for massage without a valid licence under Section 5(1) of the Massage Establishments Act 2017 are liable to a fine of up to $10,000, an imprisonment term of up to two years, or both. Repeat offenders are liable to a fine of up to $20,000, or an imprisonment term of up to five years, or both.

Under the Massage Establishments Rules 2018, a licensee of an establishment for massage must ensure that no employee shall provide, or offer to provide, any sexual service to any other individuals in the establishment. Offenders are liable on conviction to a fine of up to $5,000 or an imprisonment term of up to two years or to both.
