Change Of Command At Criminal Investigation Department

Senior Assistant Commissioner of Police (SAC) Julius Lim Wei-Yang (林玮扬) will take on the appointment of Director of the Criminal Investigation Department (CID) with effect from 20 July 2026. He takes over this role from Deputy Commissioner of Police (DCP) Zhang Weihan (张伟汉), who will continue to serve as Deputy Commissioner (Investigation and Intelligence). 

SAC Lim, 40, joined the Singapore Police Force (SPF) in 2004 and has served 22 years with the SPF. He has held several key appointments in the SPF and across the public service, including Principal Private Secretary to the President of the Republic of Singapore, Director at the Strategy Group of the Prime Minister’s Office, Commander of Bedok Police Division, and Senior Assistant Director of the Joint Operations Group in the Ministry of Home Affairs. In these appointments, SAC Lim contributed to strengthening Singapore’s security and public safety capabilities, including through policy development and inter-agency coordination, and to advancing whole-of-government efforts on Singapore’s longer-term strategic priorities.

DCP Zhang, 43, joined the SPF in 2001 and has served 25 years with the Force. He has held several key appointments, including Director of the Police Intelligence Department, Deputy Director of CID, and Commander of Ang Mo Kio Police Division. As Director CID, DCP Zhang led major operations to cripple transnational criminal syndicates and confiscate their criminal proceeds. These included operations against a scam syndicate operating from overseas, hacking and ransomware groups involved in malicious cyber activities, as well as vice, gambling and unlicensed moneylending syndicates. Under his leadership, CID strengthened its investigative and intelligence capabilities through technology adoption, capability development, and enhanced collaboration with local and foreign law enforcement partners. He also oversaw the establishment of the Cyber Command, SPF’s first specialist line unit dedicated to combating criminal threats in the online space.

Reflecting on his tenure as Deputy Commissioner (Investigation and Intelligence) concurrent Director CID, DCP Zhang said, “It has been my privilege to lead the dedicated officers of CID, whose professionalism, courage and sense of mission embody the finest traditions of the Singapore Police Force. As CID marks 160 years as Singapore’s premier investigative agency, we stand on a proud legacy of seeking truth, upholding justice and protecting our community. Together, we have strengthened our capabilities and partnerships to meet increasingly sophisticated and transnational criminal threats. I am confident that CID will remain at the cutting edge of crime-fighting and continue to keep Singapore safe.”

On his appointment as Director CID, SAC Lim said, “I am honoured to be entrusted with the leadership of the Criminal Investigation Department. CID’s work goes to the heart of justice: pursuing accountability wherever the evidence leads, upholding fairness in every investigation, and never losing sight of the victims at the centre of every case. I look forward to serving alongside the men and women of CID, building on their strong foundations, sharpening our investigative edge, and ensuring that the trust Singaporeans place in us is earned every day.”
