The Traffic Police (TP) conducted a three-day enforcement operation targeting errant motorists on expressways from 14 to 16 September 2026.

During the enforcement operation, 102 vehicles were stopped for checks. Three motorcyclists, aged between 23 and 49, were arrested for driving without a valid driving licence under Section 35(1) of the Road Traffic Act 1961 and using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960. A total of 104 summonses were issued for various traffic offences, including speeding and driving or stopping on the road shoulder of an expressway.

Road safety is a shared responsibility. Motorists must abide by traffic laws and practise safe driving habits as they share the roads with other road users. TP takes a serious view towards motorists who flout traffic laws and endanger the safety of other road users and will not hesitate to take enforcement actions against them. 

Annex A

Penalties of Traffic Offences

Driving without a Valid Driving Licence

The offence of driving without a valid driving licence under Section 35(1) of the Road Traffic Act 1961 carries a fine of up to $10,000, or a jail term of up to three years, or both. Repeat offenders are liable to a fine of up to $20,000, a jail term of up to six years, or both. The vehicle may also be forfeited.

Using a Motor Vehicle Without Insurance Coverage

The offence of using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 carries a fine of up to $1,000, or a jail term of up to three months, or both. 

Speeding

The offence of speeding under Section 63(4) of the Road Traffic Act 1961 carries a fine of up to $1,000, or a jail term of up to three months, or both. In the case of a second or subsequent conviction, motorists are liable to a fine of up to $2,000, a jail term of up to six months, or both. Offenders may also face disqualification from driving all classes of vehicles.

Driving or Stopping on Road Shoulder of Expressways

The offence of driving or stopping on a road shoulder under Rule 8 of the Road Traffic (Expressway Traffic) Rules carries a fine of up to $1,000, or a jail term of up to three months, or both. In the case of a second or subsequent conviction, motorists are liable to a fine of up to $2,000, a jail term of up to six months, or both.
