Important Notice

Extension of Trading Hours for Liquor and Beer Deliveries Made to Non-Public Places  Newly Updated

With effect from 1 August 2017, Class 3A, 3B or 4 Liquor Licence Holders will be able to deliver liquor beyond the trading hours specified in your liquor licence if the delivery is made to a non-public place in Singapore. For more information and FAQ please click here.

Guidelines on Fit and Proper Criteria for a Person to Hold a Liquor Licence​​

Liquor Licence Rules and Regulations

Under the Liquor Control (Supply and Consumption) Act, you will need to apply for a liquor licence from Police Licensing & Regulatory Department if your company/business/society intends to supply any liquor.

Under Liquor Control (Supply and Consumption) (Liquor Licensing) Regulations:

  • Supply is by retail if the supply is for less than 30 litres of liquor (whether of a single type or a combination of 2 or more types); and
  • Supply is by wholesale if the supply is:
    • To a liquor licensee of any quantity of liquor (whether of a single type or a combination of 2 or more types); or

    • To any person of 30 litres or more of liquor (whether of a single type or a combination of 2 or more types)

      Classes of liquor licences:

  • Class 1A for the supply of liquor for consumption at the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0600hrs to 2359hrs.
  • Class 1B for the supply of liquor for consumption at the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0600hrs to 2200hrs.
  • Class 2A for the supply of beer only for consumption at the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0600 to 2359hrs.
  • Class 2B for the supply of beer only for consumption at licensed premises, trading hours as indicated on licence.
  • Class 3A for the supply by retail of liquor for consumption at premises other than the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0700hrs to 2230hrs.
  • Class 3B licence for the supply by retail of beer for consumption at premises other than the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0700hrs to 2230hrs.
  • Class 4 licence for supply by wholesale of liquor for consumption at premises other than the licensed premises stated in the liquor licence, which licence specifies any trading hours from 0700hrs to 2230hrs.
  • Class 5 licence for a temporary licence where licence is required for a short period of time, such as once-off events and exhibitions. Class 5 licence can be applied for a specified time period of not more than 30 consecutive days. 

To cond- uct retail sale of liquor and wholesale, 2 licences will be required. For example, a Class 3A Licence and a Class 4 Licence may be issued to the same outlet.

Outdoor Refreshment Area (ORA)

Outdoor Refreshment Area (ORA) is to strictly adhere to the licensed timing or the authorised timing for use of the ORA, whichever is earlier. For instance, if the liquor licence is stated from 0600hrs to 2359hrs, and timing for the usage of the ORA is allowed till 2300hrs, then the supply and consumption of liquor at the ORA is permitted till 2300hrs.

Class 5 Licence

A Class 5 licence will be suitable when a liquor licence is only required for a short period of time, such as one-off events and exhibitions. A Class 5 licence can be applied for a specified time period of not more than 30 consecutive days.

Extension Hours Liquor Licence

Subject to any extensions granted by the Licensing Officer, every licensed premise shall not remain open beyond the trading hours stated in the licence, unless it is to be used for any purpose other than the supply of liquor. Under the Liquor Control Act, it is an offence to supply of liquor after the stipulated trading hours and it carries a maximum fine of $10,000.

An extension hours liquor licence can be applied when a licensee wishes to supply of liquor beyond the stipulated trading hours of the liquor licence or Class 5 licence.

An extension hours liquor licence always rides on a valid liquor licences or Class 5 licence. The extension hours period applied for can only be within the validity period of the liquor licence. An applicant may apply for a Class 5 licence, and extension hours at the same time.

There are 2 types of extension hours, being regular and ad-hoc.

  • Regular extension hours are only applicable for liquor licences. They are applied/issued on a day basis, such as every Saturday and Sunday for a minimum period of 2 months. In addition, Eve of Public Holiday can also be applied for, to apply for extension hours for all eve of public holidays within the given period.
  • Ad-hoc extension hours are applicable to both liquor licences and Class 5 licences. They are applied/issued on a date basis, such as 1 Jan 2015.

New Trading Hours for Class 3A/3B/4 licence

  1. The new trading hours will be from 0700hrs to 2230hrs. Any application for an extension of trading hours will be considered only on a case by case basis.
  2. At Liquor Control Zone (LCZ) trading hours will strictly be as follows:
  1. Normal weekdays from 0700hrs to 2230hrs
  2. Saturday, Sunday, Eve of Public Holiday and Public Holiday from 0700hrs to 1900hrs

Fees 

Liquor licences are issued for a period of 1 year. Please refer to the table below for breakdown of types and costs of the licence.

Temporary licences are charged at the following rates:

a.     $22/- per day

b.     $44/- for up to 7 days

Temporary licences for a period of more than 7 days, will be subject to a combination of the above rates, as shown in the table below.

 Regular extension hours are charged as follows:

a.     $22/- per hour for regular extension hours licences for duration of less than 3 months; or

b.     $4/- per hour for a minimum period of 3 months or more.

For extension hours liquor licences issued at $4/- hour, once commenced the first 3 months of the licence period will be fixed.

All ad-hoc extension hours fees are charged at $22/- per hour.
