A total of 10 men and 37 women, aged between 20 and 88, were arrested for various offences, following a series of multi-agency enforcement operations conducted between 3 and 6 December 2025. These operations are part of the Police’s ongoing efforts to curb illegal and criminal activities.
The four-day multi-agency operation targeted illicit activities at various public entertainment outlets, massage establishments, residential units and commercial units located in the vicinity of Orchard Road, Whampoa, Toa Payoh, Novena, Balestier, Kim Keat Road and Robertson Quay. The operations were led by Tanglin Police Division and supported by officers from the Health Sciences Authority (HSA), Immigration & Checkpoints Authority (ICA), Central Narcotics Bureau (CNB) and Singapore Civil Defence Force (SCDF).
The details of some of these operations are as follows:
- Between 3 and 4 December 2025, the Police conducted enforcement operations targeting illegal gambling activities in the vicinity of Whampoa and Toa Payoh. Nine men and two women, aged between 59 and 88, were arrested for offences under the Gambling Control Act 2022. Cash amounting to more than $5,000 and mobile phones were seized as case exhibits. Among those arrested, one man was also found in possession of a knife, an offence punishable under the Penal Code 1871. Officers from Tanglin Police Division, HSA, ICA and CNB also conducted a series of checks at two public entertainment outlets located along Orchard Road. A total of 26 women, aged between 20 and 37, were arrested for offences under the Women’s Charter 1961 and Employment of Foreign Manpower Act 1990 (EFMA).
- Between 5 and 6 December 2025, officers from Tanglin Police Division conducted enforcement operations targeting massage establishments, residential and commercial units located in the vicinity of Novena, Balestier, Kim Keat Road and Robertson Quay. Nine women and one man, aged between 21 and 54, were arrested for offences under the Women’s Charter Act 1961 and EFMA. The Police also conducted checks at public entertainment outlets located along Orchard Road with the SCDF joining in three of the five outlets checked.
Investigations against all 47 individuals are ongoing.

Offenders will be dealt with firmly in accordance with the law.”
