Traffic Police To Enforce Against 141 Lorries Which Have Not Complied With Speed Limiter Installation Requirement

Since early 2025, the Traffic Police (TP) has undertaken extensive outreach efforts, including direct communications such as SMSes, emails, letters and face-to-face engagements, to remind lorry owners to install speed limiters ahead of the statutory deadlines. The first statutory deadline of 1 January 2026 has come into force for lorries registered before 1 January 2018 and with Maximum Laden Weight (MLW) between 5,001kg and 12,000kg. As of 1 January 2026, 141 out of the 2,434 lorries (or 5.8%) subject to this deadline have not installed speed limiters.

TP will be taking enforcement action against the companies that own the 141 non-compliant lorries. These companies will receive notices to present their vehicles for inspection at Authorised Inspection Centres. Lorries without speed limiters will fail the inspection and vehicle owners will face enforcement action. Those who install speed limiters after the 1 January 2026 deadline will also be penalised. TP will also be conducting road enforcement operations against the lorries that have not complied with the speed limiter requirement.

TP would like to remind lorry owners that non-compliant lorries are legally prohibited from being driven, and their road tax cannot be renewed.

Lorry owners of non-compliant vehicles will also be subject to the following:

  1. Increased Penalties for Offences Relating to Speed Limiters: Currently, first-time offenders who operate a vehicle without a speed limiter, when it is required, may face a fine of up to $1,000 or a jail term of up to three months. Repeat offenders may face a fine of up to $2,000 or a jail term of up to six months. The Ministry of Home Affairs (MHA) will be tabling legislative amendments in 2026 to raise the maximum penalty from $1,000 to $10,000 for non-compliance with statutory deadlines to install speed limiters, or for tampering with speed limiters.

  2. Remedial Order for Lorries Caught Speeding: Since 1 January 2026, companies whose drivers are caught speeding in lorries will be issued a Remedial Order (RO) under the Workplace Safety and Health Act for committing unsafe acts at work. The ROs issued by TP will require companies to install speed limiters across all their remaining lorries ahead of their statutory deadlines. Non-compliance will result in fines of up to $50,000. 

  3. Revised Criteria for bizSAFE Application: The speed limiter requirement has been incorporated into the Workplace Safety and Health Council’s risk management audit as part of the bizSAFE certification and renewal process. Companies found operating lorries without speed limiters will be flagged during audits and may be unable to obtain or renew their bizSAFE certification.

Companies which engage the services of non-compliant lorries should beware that this may result in denied insurance claims, since it is an offence for these vehicles to be driven without a speed limiter. We strongly suggest that you verify if the lorries you intend to engage for services, have installed a speed limiter and their statutory deadline for doing so, before doing so.

The next statutory deadline to install speed limiters is 1 July 2026, for lorries registered before 1 January 2018 and with MLW between 3,501kg and 5,000kg (refer to Annex A). TP urges lorry owners who have yet to install speed limiters to do so well before the statutory deadline through Authorised Agents, to avoid the penalties and inconveniences of non-compliance.
