Ten men, aged between 28 and 77, will be charged in court on 1 September 2026 for their suspected involvement in separate cases of outrage of modesty, or molestation. 

The cases are as follows: 

• On 16 June 2026, a 54-year-old man is believed to have molested a 31-year-old woman at Khoo Teck Puat Hospital. The matter was immediately reported to the Police on the same day. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  
  
• On 14 June 2026, a 28-year-old man is suspected to have molested a 36-year-old woman, a ride-hailing driver, while she was driving along Central Expressway towards Moulmein exit. The man was believed to be intoxicated at that time, causing annoyance to the woman. The matter was immediately reported to the Police, and the man was arrested at the scene. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871 and one count of drunken behaviour causing annoyance under Section 14(2) of the Liquor Control (Supply and Consumption) Act 2015.
  
  
• On 28 May 2026, a 60-year-old man is believed to have molested a 31-year-old woman, who was his colleague at the time, in a toilet of a hotel bar on two occasions followed by another occasion in the lift of the same hotel along Hill Street. The matter was immediately reported to the Police on the same day, and the man was arrested on 29 May 2026. The man will be charged with three counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
  
  
• On 23 May 2026, a 37-year-old man is suspected to have molested a 26-year-old woman at a lounge along Bayfront Avenue. Within a few minutes, the man again allegedly molested another 32-year-old woman at the same lounge. The matter was immediately reported to the Police by the club’s security officer, and the man was arrested at the scene. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
  
  
• On 17 May 2026, a 43-year-old man is believed to have molested a 29-year-old woman along Lavender Street. The matter was immediately reported to the Police on the same day. Through follow-up investigations and the aid of CCTV footage, the Police established the man’s identity and subsequently arrested him within two hours. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  
  
• On 25 December 2025, a 30-year-old man is suspected to have molested a 23-year-old woman at a club along River Valley Road. A club bouncer stepped in to assist to detain the man. The matter was immediately reported to the Police by the same club bouncer, and the man was arrested at the scene. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  
  
• On 25 October 2025, a 76-year-old man is believed to have molested a 16-year-old girl with severe intellectual disability at the sheltered walkway along Clementi Avenue 3. Two bystanders saw what happened and immediately reported the matter to the Police. The man was arrested at the scene by the Police. He is friend of a family member. He will be charged with one count of outrage of modesty of a vulnerable person under Section 354(1) read with Section 74A(2) of the Penal Code 1871.
  
  
• On 25 September 2025, a 40-year-old man is suspected to have molested a 21-year-old woman with intellectual disability, who was his colleague at the time, at a garbage disposal room of a nursery along Jalan Lekar. The matter was reported to the Police on the same day, and the man was arrested within two hours. He will be charged with one count of outrage of modesty of a vulnerable person under Section 354(1) read with Section 74A(2) of the Penal Code 1871.
  
  
• Between August 2025 and 2 January 2026, a 30-year-old man is believed to have molested a 23-year-old woman at his residential unit along Choa Chu Kang Avenue 7. He also allegedly exposed his genitals to her on another occasion. Through follow-up investigations, the man was arrested. He will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871 and one count of sexual exposure under Section 377BF(1)(b) of the same Act.
  
  
• Between 23 July 2025 and 1 September 2025, a 59-year-old man is suspected to have molested his 27-year-old domestic helper on multiple occasions at his residential unit along Martin Place. The matter was reported to the Police, and the man was arrested within four hours. The man will be charged with one amalgamated count of outrage of modesty of a domestic worker under Section 354(1) read with Section 73(1) of the Penal Code 1871 read with Section 124(4) of the Criminal Procedure Code 2010, and two counts of outrage of modesty of a domestic worker under Section 354(1) read with Section 73(1) of the Penal Code 1871.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments. Offenders who target vulnerable persons or domestic workers may be sentenced to twice the maximum punishment.

The cases above also highlight that outrage of modesty offences can occur between individuals who are known to each other, as well as between strangers. The Police take a serious view of all sexual offences regardless of the relationship between the offender and victim. Offenders who abuse positions of trust, familiarity or access to prey on victims will be dealt with sternly in accordance with the law. 

Several of the cases were successfully detected with the assistance of bystanders, friends, security personnel and members of the public who intervened, rendered assistance or promptly alerted the Police. Their actions helped to safeguard victims, preserve evidence and facilitated swift Police action.

Members of the public are encouraged to remain vigilant and to take action if they witness or encounter sexual crimes. This is encapsulated as one of the key messages in the “Don’t be a Bystander! SPOT it. Report it.’ campaign launched by the SPF in April 2026. Under the S.P.O.T. action protocol (Spot, Protect, Observe, Tell), members of the public should Spot inappropriate behaviour, Protect the victim (and oneself), Observe key details, and Tell the Police. 

The Police have zero tolerance towards sexual offenders who prey on unsuspecting victims and who threaten the personal safety of those in the community. Offenders will be dealt with sternly in accordance with the law. The Police will continue to work closely with various stakeholders, such as the public entertainment outlets, public transport operators, and the community, to prevent and deter molestation cases
