Cases of rioting, affray, disorderly behaviour and serious hurt at public entertainment (PE) outlets in Singapore decreased by 20% in the first half of 2026 compared to the same period in 2025. However, cases of outrage of modesty (OM) at PE outlets increased from 49 cases in the first half of 2025 to 58 cases in the first half of 2026. These crime trends were highlighted by Ms Sim Ann, Second Minister for Foreign Affairs and Second Minister for Home Affairs, at the launch of the Safe Clubbing Campaign (SCC) 2026 at Zouk on 12 September 2026, where she was the Guest-of-Honour.

Now in its sixth year, SCC 2026 aims to strengthen the collective efforts of the Police, industry partners, PE establishments and patrons to deter crime and irresponsible behaviour at nightlife venues, promote responsible drinking, and foster a culture of shared responsibility. This year's campaign tagline, "Don't be a Bystander! SPOT it. Report it.", encourages everyone to stay vigilant, recognise situations of concern, and take prompt action to report crimes.

Strengthening Industry Partnerships Through the Safe Clubbing Partner Programme

Campaign partners, including the National Crime Prevention Council (NCPC), Singapore Nighttime Business Association (SNBA), Singapore River One (SRO) and Singapore Alliance for Responsible Drinking (SARD) continued to support the SCC by leveraging their respective networks and industry expertise to engage PE establishments and amplify crime prevention messages. 

As part of SCC 2026, the NCPC and SNBA, with support from the Police, launched the Safe Clubbing Partner Programme. Under the programme, participating PE establishments will adopt crime prevention measures and support efforts to provide a safe clubbing environment for patrons and staff.

Participating PE establishments will also receive a Safe Clubbing Partner Programme decal in recognition of their participation and commitment to a safer nightlife environment. Bearing the name of the outlet and year of partnership, the decal can be prominently displayed at the establishment as a visible symbol of its commitment to safe clubbing.

Bringing Crime Prevention Messages Closer to Patrons

SCC 2026 also introduced a new range of campaign collaterals to reinforce crime prevention messages at every stage of a patron's night out. These include reflective wall panels, mirror stickers, bucket and cup coasters, table stickers, card trackers and magnetic phone holders.

Bearing the campaign message "Don't be a Bystander! SPOT it. Report it.", the collaterals will serve as visible reminders for patrons to remain vigilant, look out for one another and report crimes or situations of concern. 

Engaging the Public Through the SCC 2026 TikTok Contest

To further engage the public and extend the reach of 6SCC 2026's crime prevention messages, the NCPC in collaboration with the Police, will launch a TikTok contest. Participants must post a short video on TikTok using a customised SCC 2026 augmented reality (AR), showing how they will play their part in clubbing safely and spotting and reporting crime. The contest will run from 5pm on 12 September 2026 to 11.59pm on 11 October 2026 and is open to all Singapore residents aged 18 years and above. 

Eligible submissions must be posted on a public TikTok profile during the contest period, include the mandatory hashtag #safeclubbingcampaign2026, and tag the TikTok accounts of the Police, the NCPC and SARD. Participants stand to win CapitaLand vouchers worth between $100 and $2,000. More information on the contest mechanics, eligibility criteria and terms and conditions is available at Annex A.
Taking Safe Clubbing to CQ @ Clarke Quay

SCC 2026 also featured a public roadshow near the Fountain Square at CQ @ Clarke Quay on 12 September 2026. The roadshow enabled the Police and campaign partners to engage nightlife patrons directly on crime prevention measures and provide practical advice on keeping themselves and others safe while clubbing.

Through campaign activities, crime prevention advisories and collaterals, members of the public learnt more about the campaign message "Don't be a Bystander! SPOT it. Report it." and what to do if they encounter sexual crimes. 

Safe Clubbing Is a Shared Responsibility

Maintaining a safe clubbing environment is a shared responsibility.

The Police encourage PE establishments and patrons to play their part in keeping Singapore's nightlife safe, secure and orderly. Patrons should remain vigilant, respect the safety and personal boundaries of others, drink responsibly, and look out for one another. Those who witness a crime or situation of concern should alert PE outlet staff, security personnel or the Police promptly, instead of remaining passive bystanders.

Superintendent of Police Sim Ming Jeh, Commanding Officer of Orchard Neighbourhood Police Centre, Tanglin Police Division, said, “The Safe Clubbing Campaign 2026 reminds patrons to stay safe while enjoying Singapore’s nightlife. The Police will continue to work with nightlife operators and stakeholders to enhance safety. We encourage everyone to stay vigilant, look out for one another, and report crime promptly. Don’t be a Bystander! SPOT It. Report It.”

Mr Tan Puay Kern, Vice Chairman of NCPC, said, “Through this Safe Clubbing Partner Programme, the NCPC, together with SNBA, is working closely with the Police, nightlife operators and industry stakeholders to promote safe clubbing practices and strengthen crime prevention awareness among patrons. Keeping nightlife spaces safe is a shared responsibility. We encourage everyone to look out for one another and take action when they witness suspicious or concerning behaviour.”
