There will be a change of command in both the Police Security Command and the Public Transport Security Command on 1 September 2020.
CHANGE OF COMMAND AT POLICE SECURITY COMMAND
Senior Assistant Commissioner of Police (SAC) Koh Wei Keong (许伟强) will assume the command of Police Security Command (SecCom) on 1 September 2020. He will take over from SAC Adrian Quek Sei Wei (郭世伟) who will assume the appointment of Deputy Chief (Operations) of the Assurance, Care and Engagement (ACE) Group at the Ministry of Manpower on the same day. The ACE Group will take over the operations of the Inter-Agency Task Force and become fully operational on 1 October 2020 to continue to support the migrant workers and dormitory operations amid the COVID-19 pandemic.
SAC Koh, 49, who was appointed Commander of Public Transport Security Command (TransCom) on 14 May 2018, joined the Singapore Police Force (SPF) in 1995. He has served 25 years with the SPF, and has held several key appointments, including Commander of Jurong Police Division, Deputy Director of Operations Department, Deputy Director of the Contingency and Scenario Planning Branch, Operations Readiness Control Division of the Ministry of Health, Deputy Commander of Jurong Police Division and Deputy Commander of SecCom.
SAC Quek, 54, who was appointed Commander SecCom on 3 November 2017, joined the SPF in 1993. He has served 27 years with the SPF, and has held several key appointments, including Deputy Director of the Criminal Investigation Department (CID), Assistant Director of Major Crime Division of CID, Deputy Commander of Central Police Division, Deputy Director of Community Relations, Community Engagement Directorate, Policy and Operations Division of the Ministry of Home Affairs (MHA), Deputy Commander of Ang Mo Kio Police Division and Head Special Investigation Section of CID.
During SAC Quek’s tenure as Commander SecCom, he oversaw numerous VVIP security operations, including the Trump-Kim Summit and 33rd ASEAN Summit in 2018 and other major events held overseas. He has also fostered a strong transformation culture in the command to leverage technology to enhance its operational capability, and strengthened its identity through operational and sporting excellence.
Reflecting on his tenure as Commander SecCom, SAC Quek said, “It has been a great honour and privilege to have been able to serve alongside all SecCom officers. I am extremely proud and grateful for their unwavering commitment, resilience and steadfastness in ensuring the safety and security of our protectees. They have indeed lived up to our motto of “Train Hard, Fight Easy”. CHANGE OF COMMAND AT PUBLIC TRANSPORT SECURITY COMMAND
Deputy Assistant Commissioner of Police (DAC) Fanny Koh Bee Yuan (许美弦) will assume the command of TransCom on 1 September 2020. She will take over from SAC Koh, who will assume the appointment of Commander of SecCom on the same day.
DAC Koh, 45, who is currently the Deputy Director of Training & Capabilities Development Department, joined the SPF in 1998. She has served 22 years with the SPF, and has held several key appointments, including Deputy Commander of the Protective Security Command, Assistant Director of the Security and Contingency Division of the Operations Department, Deputy Director of Operations Policy, Security Policy and Development Directorate, Joint Operations Division of MHA and Head Operations and Training at Ang Mo Kio Police Division.
In addition, DAC Koh has also served as the Deputy Commander of the Inter-Agency Task Force to support the Whole-Of-Government efforts in managing COVID-19 at the migrant worker dormitories. She was in-charge of the deployment of the Home Team Forward Assurance and Support Teams at the dormitories to assure, demonstrate care and ensure the well-being of the dormitory residents, in order to ensure public health and public order.
During SAC Koh’s tenure as Commander of TransCom, he oversaw the launch of the Riders-On-Watch (ROW) scheme on 2 July 2019. Through the ROW scheme, TransCom has built stronger community relationships with commuters and the public transport operators to ensure the safety and security of the public transport network. Since its launch, more than 48,000 volunteers have signed up, which highlights both the success of TransCom’s engagement efforts, as well as the interest and public spiritedness of the members of the public.
Reflecting on his tenure as Commander of TransCom, SAC Koh said, “It has been a great pleasure to have served in the Public Transport Security Command. I am very proud of the progress we had made in the past few years in enhancing the security of Singapore’s public transport network. I must thank our partners, Land Transport Authority and public transport operators, for their strong support for the many initiatives that we had rolled out and the willingness to discuss and implement these measures. I also thank our ROW volunteers who have stepped forward to help keep our community safe.”
