Change Of Command At Jurong Police Division And Criminal Investigation Department

There will be a change of command in Jurong Police Division and Criminal Investigation Department on 15 October 2020.

 

CHANGE OF COMMAND AT JURONG POLICE DIVISION

Assistant Commissioner of Police (AC) Shee Tek Tze (徐德志) will assume the command of Jurong Police Division on 15 October 2020. He will take over from AC Devrajan s/o Bala, who will assume the command of Protective Security Command (ProCom) on 1 November 2020.

AC Shee, 45, joined the Singapore Police Force (SPF) in 2000. He has served 20 years with the SPF and has held several key appointments including Assistant Director of the Major Crime Division in the Criminal Investigation Department (CID), Deputy Director (Major Operations) of the Joint Operations Management Directorate under the Joint Operations Group in the Ministry of Home Affairs, and Head of the Special Investigation Section under the Major Crime Division in CID.

AC Devrajan, 48, who was appointed Commander of Jurong Police Division on 14 May 2018, joined the SPF in 1996. He has served 24 years with the SPF and has held several key appointments including Deputy Commander of Traffic Police, Deputy Director of the Operations Department, and Deputy Director of Strategic Plans & Resource at the National Security Coordination Secretariat under the Prime Minister’s Office.

During AC Devrajan’s tenure as Commander of Jurong Police Division, he has led the division in managing and solving several high-profile cases such as the rioting incident at the Singapore Boys’ Home in September 2018, the arrest of a suspect for a case of unlawful discharge of dangerous fireworks in October 2019 and the arrest of a suspect for a case of housebreaking along Buroh Street involving more than US$205,000 in May 2020. He oversaw several Community Safety & Security Programme (CSSP) projects such as the launch of an animation video based on the crime prevention booklet – ‘A Day with Mary’ – to convey crime prevention messages to young children through interactive means. AC Devrajan also led his officers in various major security operations such as the Trump-Kim Summit in June 2018, the COVID-19 operations at migrant worker dormitories and the General Elections in 2020.

Reflecting on his tenure as Commander of Jurong Police Division, AC Devrajan said, “It has been a great privilege and honour to have served alongside all Jurong Police Division officers, including our National Servicemen and volunteers. As the men and women in blue, we are the voice for those who cannot be heard, the helping hand to those who are unable to help themselves and the force for those who are powerless. I salute all my officers for their dedication and commitment to our mission to prevent, deter and detect crime. I would also like to express my deepest appreciation to all our community partners and stakeholders for their unwavering support in our fight against crime.”

CHANGE OF COMMAND AT CRIMINAL INVESTIGATION DEPARTMENT

Senior Assistant Commissioner of Police (SAC) How Kwang Hwee (侯光辉) will assume the command of CID on 15 October 2020. He will take over from Deputy Commissioner of Police (Investigation & Intelligence) concurrent Director CID, Florence Chua (蔡秀连), who will retain her appointment as Deputy Commissioner of Police (Investigation & Intelligence).

SAC How, 41, joined the SPF in 1998. He has served 22 years with the SPF and has held several key appointments including Director of the Operations Department, Senior Director of the Policy Development Division in the Ministry of Home Affairs, Commander of Bedok Police Division, and Deputy Director of the Planning and Organisation Department.

DC Chua, 55, who was appointed Deputy Commissioner of Police (Investigation & Intelligence) concurrent Director CID on 1 June 2018, joined the SPF in 1989. She has served 31 years with the SPF and has held several key appointments including Director of the Police Intelligence Department, Deputy Director of CID, Commander of Jurong Police Division and Director of Investigations at the Casino Regulatory Authority.

During DC Chua’s tenure as Director CID, she led a sustained transformation effort to streamline and digitise the department’s processes. DC Chua also oversaw the enhancement of care and protection for victims of sexual crime with the setup of the One-Stop Abuse Forensic Examination (OneSAFE), and the establishment of the Anti-Scam Centre to disrupt scam syndicate operations in partnership with strategic stakeholders. As part of the national effort against COVID-19 pandemic, DC Chua supervised the SPF contact tracing operation within CID to assist the Ministry of Health in their contact tracing efforts.

Reflecting on her tenure as Director CID, DC Chua said, I am grateful to be given the opportunity to lead the Criminal Investigation Department as its Director for the past two years. I had the privilege to work with a dedicated team to tackle evolving challenges and leverage technology to enhance our investigative capabilities. I am confident that the Criminal Investigation Department will be able to keep abreast of emerging policing challenges in the increasingly complex operating landscape. I am glad to be able to continue my passion in criminal investigation as Deputy Commissioner of Police (Investigation & Intelligence) and I remain committed to creating greater synergy between the investigation and intelligence functions.”

On his appointment as Director CID, SAC How said, “Investigation is one of the key pillars of policing and I look forward to working with the team of committed and professional CID officers and SPF investigators. We will continue to enhance our crime-fighting capabilities and collaborate closely with local and foreign law enforcement agencies to bring offenders to justice so that Singapore remains safe and secure.
