Two Men To Be Charged For Procurement Fraud Against The Singapore Prison Service

Two men, aged 35 and 63, will be charged in court on 23 May 2025 for their alleged involvement in creating false quotations in relation to a development project under the Singapore Prison Service. 

At the material time, they were employees of two different subcontractors engaged by the project’s term contractor for mechanical & electrical (M&E) works. The 35-year-old man allegedly forged 11 quotations purportedly issued by two other contractors between January and December 2019, while the 63-year-old man allegedly instigated his administrative staff to forge three quotations purportedly issued by another contractor between January 2018 and December 2020. These forged quotations were allegedly created with the intention to deceive the Singapore Prison Service that their respective company’s quotations were the lowest-priced quotations submitted for works to be carried out for the project.
 
The two men will face forgery charges under Section 465 of the Penal Code. If convicted, the offence of forgery under Section 465 of the Penal Code 1871 carries an imprisonment term of up to four years and a fine for each charge.
