Cases of outrage of modesty (OM), rioting, affray, disorderly behaviour and causing serious hurt at nightspots have declined in the first quarter of 2025 compared to the same period last year. Mr Goh Pei Ming, Minister of State (MOS), Ministry of Home Affairs & Ministry of Social and Family Development, shared this at the launch of the Safe Clubbing Campaign (SCC) 2025 on 26 May 2025 (Monday), at HaveFun LiveShow, Bugis+, where he was the Guest-of-Honour. 

While Singapore's public entertainment (PE) scene remains vibrant and diverse, ensuring the safety and well-being of both patrons and staff in the nightlife industry continues to be a priority. The Police and the National Crime Prevention Council (NCPC) work closely with industry stakeholders to maintain order and deter criminal activities. This partnership has seen positive results, with outrage of modesty (OM) cases at nightspots declining by more than 34%, from 29 cases between January 2024 and March 2024 as compared to 19 cases for the same period in 2025. Similarly, cases involving rioting, affray, disorderly behaviour and serious hurt saw a slight decrease of about 14%, from 14 cases during the same period in 2024 to 12 cases in 2025. While these decreases are encouraging, such cases remain a concern, particularly OM offences. Notably, OM cases in and around PE outlets accounted for 7% of the total OM cases island-wide in 2024.

SCC 2025 aims to bring together industry partners to sustain our collective efforts in promoting a safe environment for both patrons and staff of PE outlets. The campaign also encourages individual responsibility, particularly through practicing responsible and moderate drinking habits while enjoying a night out. This year’s tagline, ‘Celebrate Right, Enjoy Responsibly’, underscores our commitment to fostering a safe and enjoyable nightlife experience for all. 

Promoting a Safe Environment and Responsible Drinking Culture Through Continued Industry Partnership

Partners such as the Singapore Nightlife Business Association (SNBA), Singapore River One (SRO), and the Singapore Alliance for Responsible Drinking (SARD) continue to support the SCC by leveraging their networks and industry experience to engage PE outlets and develop initiatives to promote safe drinking habits and foster a safe and secure PE environment in Singapore. 

For this year’s campaign, SNBA, SRO, SARD and NCPC collaborated with the Police to produce a set of vibrant Safe Clubbing Drink Coasters. One side of each coaster features safety reminders or QR code linking to the Safe Clubbing Challenge Mobile Game launched in 2024 (simple game testing reflexes and memory in a fun and light-hearted way, to see if alcohol-induced cognitive impairment has set in, although this is not a sobriety test) while the reverse side features responsible drinking messages from SARD. 

To date, with the assistance from SNBA, SRO and SARD, the Safe Clubbing Drink Coasters have been distributed to 209 PE outlets island-wide via their respective networks.

Local media personalities - including Li Nanxing, Constance Song, Vivian Lai, Evelyn Tan, Darren Lim, among others - have also appeared in advisory videos. These videos help amplify key safety messages, such as respecting boundaries and keeping calm to de-escalate potentially tense situations. Besides engaging the PE outlets to have these videos shown at their premises, the Police, NCPC, SNBA, SRO and SARD will also be sharing the videos on their respective social media platforms. 

Both the Safe Clubbing Drink Coasters and the advisory videos (appended at Annex A) were officially launched at SCC 2025.


Safe Clubbing Experience a Shared Responsibility of Both PE Outlets and Patrons

While the Police will continue to do our part by conducting regular checks on PE outlets and taking strict enforcement action against both errant outlets and patrons who commit crimes, in particular those who commit OM or take part in fights, a safe clubbing experience is still a shared responsibility to ensure everyone goes home safely after a great night out. 

The Police would like to encourage both PE outlets and patrons to do their part to keep our public entertainment landscape vibrant, but also safe, secure and orderly. 

Commanding Officer of Marina Bay Neighbourhood Police Centre, Central Police Division, SUPT Randy Chua said, “While outrage of modesty cases in nightlife areas have declined for the period between January to March 2025 as compared to the same period last year, the numbers are still a concern. Fights at nightspots also continue to occur. Through this campaign, we are reinforcing our collaboration with industry partners to create a safe and respectful environment for all. We urge everyone to stay safe, drink responsibly, and look out for one another.”
