Two Men Arrested In Connection To A Case Of Dangerous Driving Causing Death

The Police have arrested two men, aged 38 and 40, for their suspected involvement in a case of dangerous driving which resulted in the death of a woman.

On 11 July 2025 at about 11.45pm, the Police were alerted to an accident involving a rental car and a woman who was manning a stall at the night market at Block 52A Circuit Road. The 66-year-old woman was pronounced dead at scene by an SCDF paramedic. The 40-year-old driver did not render assistance to the injured woman, but allegedly fled the scene after the accident. 

Through extensive ground inquiries and with the aid of images from CCTVs, the Traffic Police established the driver’s identity and arrested him within 15 hours of the accident. Preliminary investigations revealed that the driver did not possess a valid driving licence.

The driver is assisting with investigations for the following offences:

  1. Dangerous driving causing death under Section 64(2) of the Road Traffic Act 1961;
  2. Driving a motor vehicle without a valid driving licence under Section 35(1) of the Road Traffic Act 1961;
  3. Using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960;
  4. Failing to stop after an accident under Section 84(1) of the Road Traffic Act 1961; and
  5. Failing to render assistance Section 84(3) of the Road Traffic Act 1961.

A 38-year-old man was arrested at the scene for permitting the driver to drive without a valid licence and insurance coverage. He was the front passenger and was believed to have rented the car.

Investigations into the case are ongoing.

The penalties for the offences are as follows: 

  1. The offence of dangerous driving causing death carries an imprisonment term of up to eight years; and disqualification from driving all classes of vehicles. 
  2. The offence of permitting or driving a motor vehicle without a valid driving licence under Section 35(1) of the Road Traffic Act 1961 carries a fine of up to $10,000, or a jail term of up to three years, or both. 
  3. The offence of using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 carries a fine of up to $1,000, or a jail term of up to three months, or both. 
  4. The offences of failing to stop after an accident under Section 84(1) of the Road Traffic Act 1961 and failing to render assistance under Section 84(3) of the Road Traffic Act 1961 each carries a fine of up to $3,000, a jail term of up to 12 months or both. Offenders may be disqualified from driving all classes of vehicles for at least 12 months. 

The Police would like to remind motorists to always abide by traffic rules to keep our roads safe for everyone. Motorists who are involved in accidents must stop and render assistance to the road users involved, such as calling for an ambulance to provide medical attention to the victim. Leaving an accident scene without rendering assistance is a criminal offence. The Traffic Police will not hesitate to take firm action against motorists who choose to flout traffic laws and endanger the safety of other road users.
