Dear Customers,

1 With effect from 23 April 2020, the Police Licensing & Regulatory Department will restrict over-the-counter services at the Police Cantonment Complex, 391 New Bridge Road, to attend only to services with pre-approved appointments. This move supports the Multi-Ministry Taskforce’s implementation of elevated safe distancing measures.

2 To make an appointment, please use the following link or QR code:  www.picktime.com/policelicensing

3 We will attend to cases of persons who turn up without an appointment on a case-by-case basis, only if they have valid reasons, such as to make payment for services that cannot be done online. For collection of controlled item(s), please pay the license fee for the item(s) (if any) online, and email us at SPF_Licensing_Feedback@spf.gov.sg to arrange for collection.

4 Please use our online services on www.police.gov.sg/licence or email us at SPF_Licensing_Feedback@spf.gov.sg. Members of the public are advised to stay home and avoid going out. Please wear a mask when outside your homes, in accordance with the prevailing circuit breaker measures.

5 We seek your understanding for the change and apologise for any inconvenience caused.

6 Thank you.

Previously, under Rule 10(3) of the Secondhand Goods Dealers (SHGD) Rules, all SHGDs must screen any specified secondhand goods (see Annex A for the list of specified goods) before providing any service (e.g. repair).   Following feedback from the industry, the Ministry of Home Affairs has reviewed this requirement and decided to dispense with it with effect from 15 June 2020.   This means that SHGDs will no longer be required to screen such goods before providing any service.

2.           All other legal requirements remain unchanged, and SHGDs are reminded to comply with all of them.

3.        Police will continue to carry out enforcement checks on all SHGDs to ensure strict compliance with the SHGD Act, the rules made thereunder, and all licensing conditions imposed.  Police will not hesitate to take regulatory actions, including court prosecution, against errant SHGDs for any non-compliance.

4.           Please contact us via email (SPF_PLRD_GLD@spf.gov.sg) if you have any queries.

If you intend to deal in secondhand goods, you are advised to check the list of secondhand goods in the Schedule of the Secondhand Goods Dealer Act before commencing operations.

You are required to submit an application form (unless exempted; see exemption tab) together with the required supporting documents of your business operations to the Police Licensing and Regulatory Department. You do not have to pay for application.

You may be exempted from having to obtain a Secondhand Goods Dealer licence if we deem you to be a fit and proper person. The criteria and requirements for a person to be considered fit and proper to hold a licence are (but not limited to) whether the relevant person has honestly, integrity, a good reputation, competence and capability. For more details regarding the conditions, you may click on the following link: Secondhand Goods Dealers (Exemption) Order

Your application to be registered as an exempted Secondhand Goods Dealer will be assessed by the Police Licensing and Regulatory Department. If you are eligible for exemption, the Police will notify you and you may proceed to deal in the Scheduled goods without the need to apply for a licence or pay any fees.

If you do not qualify for exemption, you will be issued with a Secondhand Goods Dealer (SHGD) licence.

Exempted dealers are still required to comply with the various requirements stipulated in the Secondhand Goods Dealers Act

There is no expiry date for exemption as long as the:

  1. registered business is in operation; and
  2. dealer does not become a subject of police investigations for the commission of any offence under the Secondhand Goods Dealer Act or one that involves fraud or dishonesty.
