If you intend to deal in secondhand goods, you are advised to check the list of secondhand goods in the Schedule of the Secondhand Goods Dealers Act before commencing operations. 

 

You are required to submit an application form (unless exempted; see exemption tab) together with the required supporting documents of your business operations to the Police Licensing and Regulatory Department. You do not have to pay for the application.

 

(New) From 1 December 2023 onwards, you must use Singpass to apply for a secondhand goods dealer licenceThe Singpass login will ensure that your particulars are authenticated and auto-populated into the FormSG, to facilitate your application. This will make it more convenient and efficient for you.

 


You may be exempted from having to obtain a Secondhand Goods Dealers licence if we deem you to be a fit and proper person. The criteria and requirements for a person to be considered fit and proper to hold a licence are (but not limited to) whether the relevant person has honestly, integrity, a good reputation, competence and capability. Your application to be registered as an exempted Secondhand Goods Dealers will be assessed by the Police Licensing and Regulatory Department. If you are eligible for exemption, the Police will notify you and you may proceed to deal in the Scheduled goods without the need to apply for a licence or pay any fees. 

If you do not qualify for exemption, you may be issued with a Secondhand Goods Dealers (SHGD) licence.


Exempted dealers are still required to comply with the various requirements stipulated in the Secondhand Goods Dealers Act and Secondhand Goods Dealers Rules


There is no expiry date for an exemption as long as:

  1. The registered business is in operation; and

  2. The dealer does not become a subject of police investigations for the commission of any offence under the Secondhand Goods Dealer Act or one that involves fraud or dishonesty.

To be eligible for a Secondhand Goods Dealers licence, you must be registered with the Accounting and Corporate Regulatory Authority as one of the following business stakeholders:

  1. Director of a Company

  2. Partner in a Partnerships, Limited Partnerships and Limited Liability Partnerships

  3. Sole Proprietor in Sole Proprietorships

You should submit your renewal application at least one month before the expiry date of your existing licence.

 

* For renewal of existing licence


For business operations that comprise 

  • Several branches

  • URLs for internet businesses

  • Different points of dealing in secondhand goods (for itinerant businesses)

A separate licence is required for each branch, URL or point of dealing.


Sunk investments will not be regarded as grounds for either an exemption or approval of licence. Hence, you should not make any financial commitment to your business if an exemption or licence has yet been granted.

You can make the following amendments:

  1. Licensee (transfer of licence or change in licensee)

  2. Any other information provided in the application form (within 7 days of change) e.g. name and address of business, URL, email address, place of storage, type of secondhand goods, and appointment of office bearer*.

 

*Approval must be sought from the Police Licensing and Regulatory Department for any new appointment to the board of directors, management committee, board of trustees or other governing body.

The information on this page is a guide to withdraw application (i) for a Secondhand Goods Dealer licence or (ii) to register for exempted Secondhand Goods Dealer.


You can withdraw your application for a Secondhand Goods Dealer licence any time before licence approval or withdraw application to register for the exemption before notification from Police Licensing and Regulatory Department.

If licence has been approved and issued or your exemption has been approved and notified, you will have to submit a request to cancel the licence or the registration for the exemption.


No document is required.


No fee is required.


Immediate upon the submission of your Withdrawal Request.


If you wish to withdraw an existing Secondhand Goods Dealer's Licence application, please email us at SPF_PLRD_SHGD@spf.gov.sg and provide us with the application number given to your from FormSG


You can cancel your existing status as an exempted Secondhand Goods Dealer or your Secondhand Goods Dealer licence any time before its expiration. 

Please be informed that there will be no refund for early cancellation before expiry.


No supporting document is required.


No fee is required.
