Individuals who disagree with the Registrar's determination under section 39(1) of the Registration of Criminals Act 1949 (RCA) may appeal to a Reviewing Tribunal against the said determination.
1.1 How to Apply?
There are two different modes of application depending on whether the applicant is a Singpass user or a non-Singpass user.
For Singpass Users (i.e. Singapore Citizens, Singapore Permanent Residents or current holder of a valid Foreign Identification Number (FIN)) [Note" Application by Singpass User will only be accepted through FormSG with Singpass login]:
- Email Secretarial@rcatribunal.gov.sg for the payment instruction and make the payment accordingly.
- Submit appeal via FormSG https://go.gov.sg/appeal-singpass-users for "Submit Appeal to Reviewing Tribunal for Rejected Application for Removal of DNA information and identifying information from the database of the Registrar of Criminals (Singpass)".

- Complete the application form on FormSG and submit the required information.
For Non-Singpass Users (i.e. Non-Singapore citizens, non-Singapore Permanent Residents, persons who had previously held a valid FIN but is now invalid):
- Fill up the Pre-Submission Form FormSG https://go.gov.sg/pre-submission-for-appeal-non-singpass-users for "Submit Pre-Submission for the Appeal to the RCA Reviewing Tribunal from the database of the Registrar of Criminals (Non-Singpass)" and submit for identity verification.
- The RCA Reviewing Tribunal Secretary will contact the applicant for verification. The RCA Reviewing Tribunal Secretary will also provide the payment instructions for the applicant to make payment accordingly.
- upon successful verification, the applicant will receive the official application form (FormSG) via email/
- Complete the application form on FormSG and submit the required information.
1.2 Eligibility Criteria
please note that an appeal to the Reviewing Tribunal can be made after the following conditions have been satisfied:
- An application was made to Registrar under section 37(4) of the RCA for the removal of DNA or identifying information or both from the database of the registrar of Criminals;
- The Registrar has rejected the application; and
- A non-refundable administrative fee of $20 ("Appeal Fee") has been paid.
The appeal must be made no later than 30 days after the date of the notice of the Registrar’s determination given under section 39(2) of the Registration of Criminals Act. An appeal made later than 30 days may be rejected.
Appellant is required to provide a valid contact address for service of documents (i.e. a valid email address or a Singapore address).

Appellant must submit the following:
- Completed Notice of Appeal form;
- Copy of the notice of the Registrar’s determination;
- Proof of payment of the appeal fee;
- (if the appeal is filed by an authorised representative) Evidence of a valid authorisation by the appellant for the person to act as an authorised representative of the appellant in connection with appeal proceedings; and
- Any other supporting documents.
