43 Persons Under Investigation Following Multi-Agency Enforcement Operations

A total of 13 men and 30 women, aged between 22 and 74, are being investigated for various offences, following a series of multi-agency enforcement operations that were conducted from 12 to 22 November 2025 in the vicinity of Geylang. 

The operations were led by Bedok Police Division and supported by officers from the Criminal Investigation Department (CID), Traffic Police (TP), Central Narcotics Bureau (CNB), Health Sciences Authority (HSA), Immigration & Checkpoints Authority (ICA), Singapore Customs (Customs), Land Transport Authority (LTA), and Singapore Food Agency (SFA). These operations are part of the SPF and agencies’ efforts to clamp down on illegal activities in Geylang, which include illegal gambling, vice activities, illegal sales of health products, drug-related activities and illegal hawking. As part of the operations, the Traffic Police (TP) also conducted anti drink-driving enforcement checks.

The details of some of these operations are as follows:

  1. On 13 November 2025, a joint operation involving CNB and officers from Bedok Police Division was conducted across six hotels in the vicinity of Geylang. The operation resulted in the arrest of a 47-year-old man and two women, aged 29 and 46, for suspected drug-related offences. Another 50-year-old man, with three active Police Gazettes, had attempted to evade the Police and was eventually arrested for suspected drug-related offences. 

  2. On 16 November 2025, officers from Bedok Police Division and ICA conducted a joint operation against online gambling activities along Ubi Road. Six men, aged between 38 and 63, were arrested for offences under the Gambling Control Act 2022. Two other men, aged 65 and 74, are under investigation for gambling-related offences. Cash amounting to $4,454 and various gambling-related items were also seized.

  3. Between 12 and 22 November 2025, a series of operations led by the SPF against vice and secret societies-related activities were conducted in the vicinity of Geylang. 12 women, aged between 29 and 56, were arrested for their suspected involvement in vice-related activities under the Women’s Charter Act 1961. 

  4. Between 18 and 20 November 2025, joint enforcement operations by Bedok Police Division, HSA, ICA, and CNB were conducted against the sale of unregistered health products and illegal drug-related activities in the Geylang area. Cough syrup and sexual enhancement products valued at more than $16,800 were seized. Separately, two men, aged 26 and 35, were arrested for trafficking e-vaporisers and pods that were tested and confirmed to contain etomidate. 

  5. On 18 November 2025, Singapore Customs conducted enforcement operations against duty-unpaid cigarettes in Geylang. A total of 336 sticks of duty-unpaid cigarettes were seized. Eight men, aged between 28 and 46, were issued composition sums under the Customs Act 1960. 

  6. On 21 November 2025, LTA conducted enforcement operations against illegally modified Personal Mobility Devices (PMDs) and Power-Assisted Bicycles (PABs). Nine men and one woman, aged between 22 and 60, were issued with composition sums for violating the Active Mobility rules under the Active Mobility Act 2017. One PMD was also impounded during the operations. 

  7. In a joint operation led by Bedok Police Division, SCDF, ICA, and the Traffic Police on 21 November 2025, officers raided a public entertainment outlet along Geylang Road. The operation led to the arrest of 15 women, aged between 22 and 37, for working without valid work passes, while a 41-year-old woman and a 39-year-old man were arrested for employing foreign workers without valid work passes, under the Employment of Foreign Manpower Act 1990. The Traffic Police also conducted anti-drink driving checks in the area and issued road safety advisories to six vehicle owners.

Commanding Officer of Geylang Neighbourhood Police Centre, Superintendent of Police Letts Tan, expressed his appreciation to all the agencies involved for their strong support and commended the officers for their professionalism and excellent teamwork in executing the operation. He added that the Police will continue to work closely with the relevant agencies to clamp down on illegal activities in Geylang. Such activities will not be tolerated, and firm actions will be taken against those who blatantly disregard the law. Members of the public are advised to report those engaging in unlawful activities to the Police.  

Annex A 

Gambling Control Act 2022

The offence of gambling with another person in or from any place or premises in Singapore, under Section 20(2), carries a fine not exceeding $10,000, or imprisonment not exceeding six months, or both.

Women’s Charter Act 1961

The offence of keeping, managing or assisting in the management of a place of assignation, under Section 147(1), carries a fine not exceeding $100,000, or imprisonment not exceeding five years, or both. Repeat offenders are liable to a fine not exceeding $150,000, or imprisonment not exceeding seven years, or both.

Road Traffic Act 1961

The offence of keeping unregistered power-assisted bicycle (PAB), under Section 10, carries a fine not exceeding $2,000, or a jail term not exceeding three months, or both. Repeat offenders are liable to a fine not exceeding $5,000, or imprisonment not exceeding six months, or both.

Active Mobility Act 2017

The offence of riding a power assisted bicycle (PAB) or a personal mobility device, or drive or ride a motor vehicle that is neither a motorised wheelchair nor a mobility scooter, on a public path that is a pedestrian-only path, under Section 15, carries a fine not exceeding $2,000, or imprisonment not exceeding three months, or both. Repeat offenders are liable to a fine not exceeding $5,000, or imprisonment not exceeding six months, or both.

The offence of riding a non-compliant PAB on a public path that is a footpath or shared path under Section 19, carries a fine not exceeding $10,000, or imprisonment not exceeding six months, or both, where the offender is an individual. A repeat offender who is an individual may be liable to a fine not exceeding $20,000, or imprisonment not exceeding 12 months, or both.

Customs Act 1960

Under the Customs Act 1960 and Goods and Services Tax (GST) Act 1993, buying, selling, conveying, delivering, storing, keeping, possessing or dealing in duty-unpaid goods are serious offences. Offenders can be fined up to 40 times the amount of duty and GST evaded, and/or be liable to imprisonment not exceeding six years. 

Health Products Act 2007

Those found guilty of importing, manufacturing and/or supplying of unregistered health products, under Section 15, may be liable to imprisonment not exceeding two years, and/or fine not exceeding $50,000.

Enhanced Penalties for Etomidate Offenders 

Etomidate e-vaporiser offenders face higher penalties and are required to attend rehabilitation for up to 6 months. Second-time offenders will be arrested and subjected to investigation and urine-testing, as well as mandatory supervision for 6 months which includes drug testing, and rehabilitation. Third-time offenders who are 16 years and older will undergo a 12-months regime, including detainment at the Drug Rehabilitation Centre (DRC), followed by drug testing and supervision.

Importers, sellers and distributors of etomidate e-vaporisers will also face much stiffer penalties. This includes 3 to 20 years’ imprisonment and 5 to 15 strokes of the cane for importers, and 2 to 10 years’ imprisonment and 2 to 5 strokes of the cane for sellers and distributors.
