As of 1 March 2026, the Traffic Police (TP) has taken strong enforcement action against 66 owners of lorries that failed to comply with the statutory deadline to install speed limiters by 1 January 2026. Offences include failure to install speed limiters, late installation, and non-compliance with inspection notices. On 18 March 2026, two company owners were charged in court for failing to ensure that their vehicles were fitted with an approved speed limiter under Rule 4(1) Road Traffic (Motor Vehicles, Speed Limiters) Rules.
The offence of failing to ensure that a speed limiter is fitted carries a fine of up to $1,000 or a jail term of up to three months1. Repeat offenders may face a fine of up to $2,000 or a jail term of up to six months. The offence of failing to produce the vehicle for inspection carries a fine of up to $1,000, a jail term of up to three months, or both. Repeat offenders may face a fine of up to $2,000, a jail term of up to six months, or both.
Implications on Insurance Claims
Beyond enforcement, TP is working closely with the motor insurance industry and the General Insurance Association of Singapore to strengthen compliance measures. Insurers may require vehicle owners to declare that their vehicles comply with regulatory requirements. If vehicles are found to be non-compliant after their installation deadlines, insurers may review or repudiate insurance claims submitted by owners of such vehicles, in accordance with policy terms.
Speed Limiter Requirements and Reminders
TP will continue to take strong enforcement action against non-compliant vehicles. Under existing legislation, owners must ensure that the following vehicles are fitted with working speed limiters:
- goods vehicles with a maximum laden weight (MLW) exceeding 12,000kg;
- public service vehicles with a MLW exceeding 10,000kg; and
- lorries registered before 1 January 2018 with a MLW of between 5,001kg and 12,000kg.
For lorries registered before 1 January 2018 with MLW between 3,501kg and 5,000kg (inclusive), the next statutory deadline (refer to Annex A) for installation is 1 July 2026. TP strongly urges lorry owners who have yet to install speed limiters in their vehicles to do so promptly through Authorised Agents, to avoid the penalties and inconveniences of non-compliance. Lorry owners who fail to install speed limiters may face prosecution. Non-compliant lorries are legally prohibited from being driven, and their road tax cannot be renewed and may face reduced insurance coverage.
With the progressive implementation of speed limiters on lorries, motorists are encouraged to be patient when encountering slower-moving vehicles. Shared responsibility on the roads will help ensure a safer driving environment for all.
