The Police would like to alert members of the public to remain vigilant against a scam variant involving fraudulent advertisements and posts on social media that claim to assist with applications for Singapore Permanent Residence (PR). Since 1 January 2026, there have been at least 24 reported cases, with total losses amounting to approximately $397,000.
In this scam variant, victims encounter advertisements or posts on social media platforms such as Facebook and Instagram that offer services to help them obtain PR in Singapore. The scammers mislead the victims into paying application fees and additional charges under the pretext of improving their chances of success through investments in companies, purchases of academic certifications and donations. To enhance the deception, the scammers issue the victims fake documents related to these activities, including forged shareholder certificates from the Accounting and Corporate Regulatory Authority (ACRA), school certificates, and donation receipts. The victims are instructed to make bank transfers or physically meet up with unknown individuals to hand over cash.
In some cases, the victims also receive fake documents on their PR application status from the Immigration & Checkpoints Authority (ICA). The victims realise they have been scammed when they check directly with ICA.
The Police remind members of the public not to transfer money or pass cash to unknown persons. Members of the public are also encouraged to adopt the following precautionary measures:
- ADD - Add the ScamShield App to protect yourself from scam calls and SMSes.
- CHECK – Check for scam signs with official sources. You can check the legitimacy of suspicious messages, phone numbers and website links via the ScamShield app or visit the ScamShield website at www.scamshield.gov.sg.
- TELL – Tell authorities, family, and friends about scams. Report any fraudulent transactions to your bank immediately.
