Man To Be Charged For Outrage Of Modesty On Board Aircraft

The Police will be charging a 20-year-old male Indonesian national for his suspected involvement in a case of outrage of modesty committed on board an aircraft. 

On 15 April 2026 at about 1.30pm, the Police were alerted to an incident in which a man had allegedly molested a fellow passenger on board an aircraft. 

Preliminary investigations revealed that during the flight, the man had touched a female passenger inappropriately while she was seated next to him during the flight. The female passenger subsequently left her seat and sought assistance from the cabin crew, who then reported the matter to the pilot.

Upon arrival at Changi Airport, officers from the Airport Police Division arrested the man following follow-up investigations. 

The man will be charged in court on 30 April 2026 with using criminal force to a person with intent to outrage modesty under Section 354(1) of the Penal Code 1871 read with Section 3 of Tokyo Convention Act 1971. The offence carries an imprisonment term of up to three years, a fine, caning, or any combination of such punishments.

The Police take a firm stance against any sexual offenders who commit indecent acts that cause alarm, distress or harassment on others, whether on board an aircraft or in a public space. Offenders will be dealt with sternly in accordance with the law.
