Singaporean Man Arrested In Connection With Organised Criminal Group Based In Phnom Penh, Cambodia And Additional Interpol Red Notices Issued Against Two Other Fugitives

A 30-year-old Singaporean man, Ngiam Siow Jui (“Ngiam”), has been arrested overseas in connection with an Organised Criminal Group ("OCG") based in Phnom Penh, Cambodia. The OCG is believed to be involved in Government Officials Impersonation Scams targeting victims in Singapore.

The Cambodian National Police (CNP) arrested Ngiam in Phnom Penh, Cambodia. He is among the 34 initial suspects sought by the Singapore Police Force (SPF) for investigations. The arrest follows close collaboration and intelligence sharing between the SPF and the CNP.

On 4 May 2026, Ngiam was repatriated to Singapore and arrested on his arrival. He will be charged in court on 6 May 2026 for one count of Facilitating the Commission of a Serious Offence, in furtherance of the illegal purpose of a locally-linked OCG under Section 12(2)(b) of the Organised Crime Act 2015. The offence carries an imprisonment term of up to five years, a fine of up to $100,000, or both.

The OCG is believed to be linked to at least 535 reported scam cases involving total losses of about S$53 million. The OCG operated from a scam compound in Phnom Penh, which was disrupted during a joint operation by the SPF and CNP on 9 September 2025. As part of ongoing investigations, the SPF had earlier issued prohibition of disposal orders and seized assets linked to the OCG.

Additionally, on 25 March 2026, the SPF published additional INTERPOL Red Notices against two other male Singaporeans believed to be involved as members of the syndicate. They are Jonathan Boneta, aged 27, and Lee Ding Hao, aged 33, who are currently out of Singapore and remain at large.

The SPF will continue to work closely with its foreign law enforcement partners and spare no effort to apprehend those committing scams against victims in Singapore.
