Advisory On Malware-Enabled Scams Involving Emails And Websites That Impersonate The Ministry Of Manpower (Mom)

The Police would like to alert members of the public to remain vigilant against malware-enabled scams involving emails and websites that impersonate the Ministry of Manpower (MOM). In April 2026, the Police have proactively detected and blocked at least 10 such malicious websites, which were disseminated to the recipients through emails. 

In this scam variant, the scammers would send emails allegedly from MOM to the recipients. The emails would claim that the recipients’ companies had contravened the Employment Act and instruct them to click on an embedded link to review "rectification documents". Upon clicking the link, the recipients would be directed to a fake MOM webpage. The recipients would be prompted to download a compressed file containing “rectification documents”, which in fact contains malware. Upon opening the compressed file, the malware would be installed on the recipients’ devices, allowing the scammers to gain unauthorised remote access to the devices. 

The Police would like to remind members of the public not to click on any links that are received from unsolicited emails. If these emails appear to be from a government agency, please seek further verification on their authenticity through the government agency’s official communication channels. Do not download any files from unfamiliar or unverified sources. 

MOM would also like to remind members of the public that MOM officers will never do the following over a phone call or email:

  • Ask you to transfer money
  • Ask you to disclose bank log-in details
  • Ask you to install mobile apps from unofficial app stores
  • Transfer your call to Police

Members of the public are advised to adopt the following precautionary measures:

  • ADD – Add the ScamShield App to protect yourself from scam calls and SMSes. 

  • CHECK – Check for scam signs with official sources (e.g., ScamShield app or ScamShield website at www.scamshield.gov.sg). Ensure that your computer’s security software is updated regularly.   • TELL – Tell the authorities, family, and friends about scams. Report any fraudulent emails via the ScamShield app.
