Every major event that unfolds smoothly in Singapore – from the National Day Parade to visits by world leaders – is supported by an unseen force of meticulous coordination and strategic planning.
Among those working tirelessly behind-the-scenes is Deputy Superintendent of Police (DSP) Abdul Mutalib, an Operations Officer in the Major Security Events Division (MSED) of the Operations Department, whose dedication ensures that high-profile events in Singapore remain safe and secure.
Finding Purpose
For DSP Mutalib, the calling to serve began during his National Service (NS) stint as a Ground Response Force (GRF) officer in the Singapore Police Force (SPF) in 2003.
“During my NS, I was able to experience first-hand the fundamentals of Police work, where each day presented different challenges that required quick thinking, teamwork and resilience,” DSP Mutalib recalled. “The SPF offered a career that would push me to grow personally and professionally, while also giving me a sense of purpose through serving others.”
That sense of purpose led him to sign on as a regular Police officer in 2005, marking the start of what would become a fulfilling journey through various appointments across Police divisions.
From the Ground Up
Over more than two decades, DSP Mutalib has held multiple roles that have shaped his operational expertise and leadership views. He started as a GRF officer and later became a Community Liaison Preparedness officer at Bukit Panjang Neighbourhood Police Centre. He then went on to serve as an Assistant Operations Officer (Planning & Readiness) and an Investigation Officer at Jurong Police Division, before taking on the role of an Emergency Response Team (ERT) Team Leader at Clementi Police Division.
“Every role gave me a different lens into policing work,” DSP Mutalib shared. “From frontline policing to crisis response, each posting helped me to learn teamwork, communications and adaptability – qualities that are essential in Police operations.”
As Operations Officer (Planning & Readiness) at Jurong Police Division, DSP Mutalib honed his ability to plan and manage large-scale Police operations – skills that are important in his current role at MSED.
Major Security Police Operations
At MSED, DSP Mutalib works with the land divisions and specialist units to formulate and implement security plans for national and international events held in Singapore. In particular, high-profile national events, visits by foreign dignitaries and major public gatherings require close coordination across the whole-of-government.
“I provide the operational guidance to fellow officers who plan for such events,” DSP Mutalib explained. “It’s about ensuring that every plan adheres to established policies and standard operating procedures while meeting the security requirements of the event.”
His responsibilities also extend to representing the SPF in engagements with other Home Team Departments, government agencies and external stakeholders – a role that demands diplomacy and understanding the needs of our partners.
“We work with diverse people, from fellow officers to external stakeholders, so listening and maintaining clear communications are key to success,” he shared.
The Papal Visit: A Milestone Moment
The Papal Visit to Singapore from 11 to 13 September 2024 was a landmark occasion that drew international attention. The visit comprised multiple high-profile events at various locations, with the highlight being the Papal Mass at the National Stadium that drew more than 50,000 congregants.
As the lead MSED officer for the visit, DSP Mutalib was at the heart of Police operations, overseeing coordination between SPF units, other Home Team Departments, the Ministry of Foreign Affairs, Ministry of Digital Development and Information, Ministry of Social and Family Development, the Roman Catholic Archdiocese of Singapore and the Vatican delegation.
“Coordination began many months before the visit itself,” DSP Mutalib recounted. “It involved planning for every aspect – from the Pope’s arrival and departure, to his accommodations, movement routes and public appearances.”
Despite the complex security and logistical considerations, the Police operation proceeded seamlessly. “It was truly fulfilling to see everything come together smoothly,” DSP Mutalib said. “This was only possible because of the dedication and collaboration of everyone involved.”
For his contributions to the Papal Visit 2024 operations, DSP Mutalib was recognised at the Minister’s Awards Presentation Ceremony 2025, held on 29 October 2025.
“Receiving the award was an honour but it represents the collective efforts of many,” DSP Mutalib said. “It reflects the dedication and professionalism of all the officers and units who worked tirelessly behind the scenes.”
For DSP Mutalib, every successful Police operation reinforces why he joined the Force – to serve with purpose. “Knowing that my work contributes to Singapore gives me great motivation,” he reflected. “It’s the shared goal of keeping our nation safe that keeps me going!”
