11 Men To Be Charged With Outrage Of Modesty

Eleven men, aged between 20 and 73, will be charged in court from 10 to 11 March 2026 for their suspected involvement in separate cases of outrage of modesty, or molestation. 

The cases are as follows: 

  1. On 1 January 2026, a 30-year-old man allegedly molested two 15-year-old girls at a boardwalk along the Marina Bay Waterfront Promenade. The matter was immediately reported to the Police.  Through follow-up investigations, the Police established the man’s identity and arrested him on the next day. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

  2. On 27 December 2025, a 36-year-old man allegedly molested a 26-year-old woman and a 20-year-old woman in a restaurant along Pekin Street. The matter was immediately reported to the Police and he was arrested at the scene by Police officers. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

  3. On 21 December 2025, a 53-year-old man allegedly molested a 22-year-old woman at a food centre at People’s Park Complex. The matter was immediately reported to the Police and he was arrested at the scene by Police officers. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  4. On 20 December 2025, a 44-year-old man allegedly molested a 49-year-old woman at a supermarket along Teban Gardens Road. Investigations revealed that the man had allegedly molested the same woman at the same location sometime in September 2025. Through follow-up investigations and with the aid of images from CCTVs, the Police established the man’s identity and subsequently arrested him. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

  5. On 30 November 2025, a 20-year-old man allegedly molested a 31-year-old woman at Suntec City. Through follow-up investigations and with the aid of images from CCTVs, the Police established the man’s identity and subsequently arrested him. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  6. On 1 November 2025, a 45-year-old man allegedly molested an 18-year-old woman on a public bus. The matter was promptly reported to the Police. Through follow-up investigations, the Police established the man’s identity and arrested him within two hours. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  7. On 12 October 2025, a 42-year-old man allegedly molested a 41-year-old man at a gym along Tampines Central. Through follow-up investigations, the Police established the man’s identity and arrested him on 15 October 2025. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  8. On 1 September 2025, a 44-year-old man allegedly molested a 26-year-old woman at a restaurant along Tanjong Pagar Road. The matter was immediately reported to the Police. Through follow-up investigations, the Police established the man’s identity and arrested him within two hours. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  9. On 25 August 2025, a 35-year-old man allegedly molested a 39-year-old woman at Orchard Gateway. The matter was immediately reported to the Police and he was arrested at the scene by Police officers. The man will be charged with two counts of aggravated outrage of modesty under Section 354A(1) of the Penal Code 1871.

  10. On 13 August 2025, a 72-year-old man allegedly molested a 19-year-old woman at a residential unit. He was subsequently arrested. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

  11. On 6 June 2025, a 32-year-old man allegedly molested a 46-year-old woman in an office along Gul Avenue. Investigations revealed that the man had allegedly molested a 24-year-old woman at the same location on 1 March 2021. Through follow-up investigations, the Police established the man’s identity and arrested him. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments. The offence of aggravated outrage of modesty under Section 354A(1) of the Penal Code 1871 carries an imprisonment term of between two and 10 years with caning.

The Police have zero tolerance towards sexual offenders who prey on unsuspecting victims and threaten the personal safety of those in the community. Offenders will be dealt with sternly in accordance with the law. The Police will continue to work closely with various stakeholders, such as public entertainment outlets, public transport operators, and the community, to prevent and deter molestation cases. 

Victims of molestation should move away from the perpetrators and call the police immediately when it is safe to do so. While ensuring their personal safety, victims should try to note key details such as the perpetrator’s physical appearance, clothing, the time and location of the incident. 

Members of the public are also encouraged to remain vigilant, especially in crowded areas. Don’t be a bystander. If they witness molestation or are aware of someone being a victim of molestation, they should report the matter to the SPF immediately. This can deter the perpetrator from targeting other victims, and provide crucial witness testimony. If the perpetrator flees, they should note the description and direction of travel of the perpetrator. Quick responses by both the victims and members of the public can help the Police swiftly identify and apprehend the perpetrator and safeguard others from harm.
