Traffic And Security Arrangements For 12th Singapore-Malaysia Leaders’ Retreat

The 12th Singapore-Malaysia Leaders’ Retreat will be held in Singapore on Thursday, 4 December 2025, at The Ritz-Carlton, Millenia Singapore hotel.

As part of security operations, the Police will be conducting security checks in the vicinity of The Ritz-Carlton, Millenia Singapore hotel. Members of the public are advised to comply strictly with the instructions of the Police and any non-compliance will be dealt with firmly in accordance with the law.

Traffic arrangements for 12th Singapore-Malaysia Leaders’ Retreat at The Ritz-Carlton, Millenia Singapore hotel

To facilitate the event, the following roads and lanes will be closed from Wednesday, 3 December 2025, 10pm, to Thursday, 4 December 2025, 11.59pm:

  • Temasek Avenue (between Raffles Avenue and Raffles Boulevard);

  • Right two lanes of Raffles Boulevard towards Republic Boulevard (between lamp post 12F to 19F);

  • Extreme right lane of Raffles Avenue towards Stamford Road (between lamp post 3 and Bayfront Avenue); and

  • Right two lanes of Raffles Avenue towards Stamford Road (between Bayfront Avenue and lamp post 14F)

Temporary Restricted Area over The Ritz-Carlton, Millenia Singapore Hotel

The Civil Aviation Authority of Singapore (CAAS) will be establishing a Temporary Restricted Area (TRA) (as shown in Annex) over the The Ritz-Carlton, Millenia Singapore hotel, on Thursday, 4 December 2025, from 9am to 5.30pm.

During the above-stated date and time, the conduct of all aerial activities including kite-flying, hoisting of captive balloons and flying of unmanned aircraft such as drones within and into the TRA is prohibited. Unauthorised conduct of aerial and unmanned aircraft activities within the TRA is an offence under the Air Navigation Order (ANO) and the Air Navigation (101 – Unmanned Aircraft Operations) Regulations 2019 (ANR-101) respectively. The penalty upon conviction for the offence under the ANO is a fine of up to S$20,000 for the first offence, and a fine of up to S$40,000 or imprisonment of up to 15 months, or both, for the second and subsequent offence. The penalty upon conviction for the offence under the ANR-101 is a fine of up to S$50,000 or imprisonment of up to two years, or both, for the first offence, and a fine of up to S$100,000 or imprisonment of up to five years, or both, for the second and subsequent offence.

In addition to the TRA, existing restrictions on the conduct of aerial and unmanned aircraft activities within 5km of aerodromes, Danger Areas, Prohibited Areas, Restricted Areas and Protected Areas remain in force. Members of the public are reminded to check the OneMap.sg website or the OneMap app for information on areas where the conduct of aerial and unmanned aircraft activities is prohibited or requires a permit.

The TRA boundary will be based on a 1-kilometre radius from The Ritz-Carlton, Millenia Singapore hotel (LL: 1° 17' 27" N, 103° 51' 38" E) and will be in effect during the stipulated date and duration.
