Early Payment Scheme For Motorists Who Commit Traffic Offences

The Traffic Police (TP) will be introducing an Early Payment Scheme (EPS) from 1 January 2026, which allows motorists to have their composition fines reduced by $30, if payment is made within 14 days from the date of the Notice of Traffic Offence (NTO).

Today, significant resources are used to deal with a high and increasing volume of outstanding composition fines and appeals.  In 2024, TP issued an average of about 6,000 NTOs and processed more than 1,000 appeals per month. The vast majority of the appeals were rejected as TP only accedes to appeals in exceptional circumstances, such as if there was a medical emergency, and with supporting documentary proof. 

The EPS aims to encourage motorists to pay their composition fines promptly and reduce meritless appeals. This will save TP significant resources, and allow these resources to be reallocated to more critical areas such as enforcement. 

The EPS applies to locally-registered vehicles that have committed traffic offences attracting composition fines of $50 or more. The motorists will be notified of their eligibility for the EPS through the NTO. If payment is received within 14 days of the NTO, the motorist will be eligible for a $30 reduction in the composition amount. After 14 days, the full composition fine will apply. There will be no extension of the 14 days deadline.
