Driver To Be Charged With Dangerous Driving Causing Death And Other Traffic Offences

On 24 November 2025 at about 2.30 pm, the Police were alerted to an accident involving a car and a power-assisted bicycle (PAB) at the junction of Tampines Avenue 7 and Tampines Street 42. The 67-year-old male PAB rider was conveyed unconscious to the hospital where he subsequently passed away. Preliminary investigations revealed that the 35-year-old male car driver had failed to render assistance to the PAB rider and allegedly fled the scene immediately after the accident, abandoning his vehicle. He also failed to report the accident to the Police within 24 hours as required, and was found to be driving without a valid driving licence.

Through extensive ground inquiries and with the aid of Police cameras, the Traffic Police (TP) established the identity of the car driver and arrested him on 26 November 2025. 

The man will be charged in court for the following offences:

  1. Dangerous driving causing death under Section 64(1)(a) read with Section 64(2) punishable under Section 64(6) of the Road Traffic Act 1961;
  2. Driving without a valid driving licence under Section 35(1) of the Road Traffic Act 1961;
  3. Failing to stop after an accident under Section 84(1) of the Road Traffic Act 1961;
  4. Failing to report the accident under Section 84(2) of the Road Traffic Act 1961; 
  5. Failing to render assistance under Section 84(3) of the Road Traffic Act 1961; 
  6. Leaving vehicle in a manner causing undue inconvenience to other road user Under Section 122 of the Road Traffic Act 1961;
  7. Using vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks & Compensation) Act 1960; and
  8. Taking away a motor vehicle without owner’s consent under Section 96(1) of the Road Traffic Act 1961.

The offence of dangerous driving causing death under Section 64(1)(a) read with Section 64(2) of the Road Traffic Act 1961 carries a jail term of not more than eight years and disqualification from driving all classes of vehicles. Repeat offenders are liable for a jail term of not less than two years and not more than 15 years, and disqualification from driving all classes of vehicles.

The offence of driving without a valid driving licence under Section 35(1) of the Road Traffic Act 1961 carries a fine of up to $10,000, or an imprisonment term of up to three years, or both. Repeat offenders are liable to a fine of up to $20,000, or an imprisonment term of up to six years, or both. 

The offences of failing to stop after an accident under Section 84(1) of the Road Traffic Act 1961 and failing to report the accident under Section 84(2) of the Road Traffic Act 1961, each carries a fine of up to $1,000, or an imprisonment term of up to three months, or both. Repeat offenders are liable for a fine of $2,000, or an imprisonment term of up to six months, or both. 

The offence of failing to render assistance under Section 84(3) of the Road Traffic Act 1961 after causing death to another person carries a fine of up to $3,000, or a jail term of up to 12 months, or both. Repeat offenders are liable for a fine of $5,000, or an imprisonment term of up to two years, or both. Offenders may be disqualified from driving all classes of vehicles for at least 12 months.

The offences of using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 carries a fine of up to $1,000, or an imprisonment term of up to three months, or both, and disqualification from driving all classes of vehicles.

The offence of leaving vehicle in a manner causing undue inconvenience to other road users under Section 122 of the Road Traffic Act 1961 carries a fine of up to $2,000, or an imprisonment term of up to three months, or both. Repeat offenders are liable for a fine of $5,000, or an imprisonment term of up to six months, or both.

The offence of taking away any motor vehicle without the owner’s consent under Section 96(1) of the Road Traffic Act 1961 carries a fine of up to $1,000, or an imprisonment term of up to three months.

TP would like to remind all motorists to abide by traffic laws to keep our roads safe for everyone. Motorists must ensure that they hold a valid driving licence of the correct class for the vehicle they are operating. Those involved in traffic accidents are required to stop and render assistance, such as calling for an ambulance to ensure timely medical attention for the injured. Leaving an accident scene without rendering assistance is a criminal offence. TP will not hesitate to take firm action against motorists who flout traffic laws and endanger the safety of other road users.
